Introduction
Après avoir été adoptée dans les grands principes par le CDLR en 2007, et confirmée par le Comité lors de sa réunion en juin 2008, la méthode des « ateliers de travail » a été mise en pratique pour la première fois en décembre 2008.
La première édition des Ateliers du CDLR sur la démocratie locale et régionale, ayant pour thème « La représentation des régions européennes aux niveaux national et européen », s’est déroulée les 1-2 décembre 2008 à Salzbourg (Autriche) sur invitation du Land de Salzbourg, hôte et organisateur de cet événement (dans sa fonction de membre du LR-GR au nom de l’Autriche). Le rapport provisoire de ce premier évènement, tel qu’il a également été présenté au CDLR lors de sa réunion de décembre 2008, se trouve en Annexe I.
Récemment (début 2009) les travaux préparatoires ont démarré pour l’Atelier II du CDLR au sujet des “Finances régionales adaptées aux compétences régionales : comment assurer une cohérence à long terme” qui se tiendra à St. Gall/Suisse en 2009. En collaboration avec le Secrétariat, le Canton de St. Gall (hôte et organisateur de l’Atelier II) a identifié les dates des 11-12 mai 2009 comme étant les plus convenables et souhaiterait les soumettre à toutes les délégations. Un projet de proposition détaillée pour cet atelier ainsi qu’un formulaire d’inscription permettant à toute délégation intéressée de s’inscrire directement auprès des collègues suisses, se trouvent en Annexes II et III respectivement. Les deux documents sont présentés au comité en anglais uniquement étant donné que la langue de travail de l’Atelier sera l’anglais.
Action requise
Les membres du Comité sont invités à prendre note des informations présentées concernant l’Atelier I et à formuler tout commentaire ou suggestion utile suite à la première édition de cette nouvelle méthode de travail du CDLR.
Ils sont invités à mener une discussion approfondie sur le projet de proposition présenté concernant Atelier II sur les finances régionales et à faire des suggestions qu’ils souhaitent faire en vue de circonscrire le sujet et évoquer des questions particulières.
Au cas où elles seraient intéressées, les délégations sont finalement invitées à s’inscire à cet atelier jusqu’au 6 avril 2009 au plus tard, par le biais du formulaire ci-joint (Annexe III), et à préciser quels développements sur le plan national motivent leur intérêt.
Tout Etat membre intéressé pour organiser un prochain atelier sur une thématique spécifique en 2009 ou au-delà est invité à contacter le Secrétariat à tout moment.
Annexe I
RAPPORT PROVISOIRE DU PREMIER ATELIER DU CDLR SUR LA DEMOCRATIE LOCALE ET REGIONALE (SALZBOURG, 1-2 DECEMBRE 2008)
TEL QUE PRESENTE AU CDLR EN DECEMBRE 2008
La première édition des Ateliers du CDLR sur la démocratie locale et régionale, ayant pour thème « La représentation des régions européennes aux niveaux national et européen », s’est déroulée les 1-2 décembre 2008 à Salzbourg (Autriche) sur invitation du Land de Salzbourg, hôte et organisateur de cet événement (dans sa fonction de membre du LR-GR au nom de l’Autriche).
Le premier atelier du CDLR a été caractérisé par un débat très dynamique sur le thème sus-mentionné par les 27 participants d’origine et de milieux professionnels différents (onze experts autrichiens, un expert académique d’Allemagne, des représentants de six Etats membres représentés au CDLR, des représentants de deux structures observateurs du CDLR (Congrès et ARE), deux membres du Secrétariat du Conseil de l’Europe).
Les principaux résultats de la discussion sont listés ci-après :
- Il existe des formes diverses d’implication régionale dans les processus de prise de décision aux niveaux national et européen (à la fois dans la préparation de la législation et dans sa mise en œuvre). Parmi les formes principales de représentation des intérets régionaux l’on peut noter :
o Les institutions et procédures formelles au niveau national ;
o La coopération et coordination entre les régions ;
o Les processus de consultation informels et les approches de « lobbying » ;
o La représentation directe, notamment concernant les affaires de l’UE, par le biais de représentations nationales ou régionales à Bruxelles ou d’organisations européennes tels que le Comité des Régions ou l’Assemblée des Régions d’Europe.
- La gestion efficace de flux d’information importants et très complexes concernant les intérêts régionaux est une question cruciale (réaction rapide, bonne vue globale, orientation précise de l’information, définition de priorités, expertise technique du personnel). L’exécutif en tant qu’acteur principal arrive généralement à maîtriser cette complexité, qui est, cepedant, plus problématique pour les parlements.
- L’attention principale des entités régionales est orientée vers les affaires de l’UE, mais le Conseil de l’Europe en tant que plate-forme européenne aidant les régions à être mieux « écoutées » dans un contexte Européen plus large ne devrait pas être négligé.
Les détails des thèmes et résultats du débat seront résumés en collaboration avec les participants eux-mêmes et présentés dans le cadre d’un rapport de réunion à diffuser à tous les membres du CDLR et du LR-GI.

General objectives of CDLR workshops are: - Exchange, discussion, analysis of present challenges in the field of regional democracy in Europe in order to produce useful conclusions for interested member States - Mobilise a network of Member States concerned or having been concerned by similar challenges, so that they can exchange on their respective experience (and continue to do so after a workshop) - Set-up and animation of a wider European network of experts in a given field on a mid-term basis - Make use of the related acquis and information and knowledge base of the Council of Europe as a reference where useful - Make use of the Council of Europe as a platform for in-depth discussions of specific topics |
