CHALLENGES IN THE FIELD OF
LOCAL AND REGIONAL DEMOCRACY

Introduction
At its 44th meeting, the CDLR discussed the ministerial voting arrangements and the challenges and actions to be included in the future Utrecht Agenda on the basis of document CDLR(2009)45.
With regard to the voting arrangements, the Committee agreed on the electronic voting option conducted in a single round and focusing solely on the five challenges identified by governments as needing to be addressed in the future (1: the highest priority). It discussed the list of challenges and entrusted the finalisation of the precise wording to the LR-IC Committee.
With regard to the actions, the CDLR decided that the Secretariat should revise the list and forward it to the national delegations for comments. The results of this consultation exercise would be brought to the attention of the Conference.
Action required
The members of the LR-IC Committee are invited to consider the proposed list of challenges and finalise their wording for transmission to the Conference.
CHALLENGES
The five biggest challenges that the current system of local and regional democracy and good governance in my country faces are, in order of priority: |

The expansion of big conurbations at the expense of medium/small sized cities and villages |
|
10. |
The weakening of social cohesion and the increase of political and religious radicalisation |

Corruption in local and regional authorities |

12. |
The growing impact of the digital divide on citizen participation and access to public services |
