Introduction

Following its approval by the CDLR at its meeting in December 2008, the CLEAR tool is expected to be adopted officially on 11 March 2009 by the Ministers’ Deputies as the appendix to the Recommendation on the evaluation, auditing and monitoring of participation and participation policies at local and regional level.

The next step is now to encourage the widest possible use of this tool.

To this end the CDLR Secretariat is liaising with colleagues in the Centre of Expertise for Local Government Reform. The aim is to produce a published version of the tool (in French and English) and to include the CLEAR tool among the tools that the Centre makes available and works on with its clients.

Action required

Members of the LR-GG Committee are invited to make known, either at the meeting or to the Secretariat, whether they would be interested in promoting the use of the CLEAR tool in their country. On the basis of this information further steps could be discussed with the countries concerned.
