1. Communication by the Director General of DG III

1. The Director General’s communication on DG III’s main activities in recent and coming months will be distributed 1-2 days before the meeting.

2. European Co-ordination Forum for the Council of Europe Disability Action Plan 2006-2015 (CAHPAH) – Draft Recommendation CM/Rec(2009)... of the Committee of Ministers to member states on ageing and disability in the 21st century: sustainable frameworks to enable greater quality of life in an inclusive society

2. The GR-SOC is invited to examine this item with a view to recommending that the Deputies adopt the recommendation of the Committee of Ministers to member states on ageing and disability in the 21st century: sustainable frameworks to enable greater quality of life in an inclusive society, as contained in document CM(2009)97, without further debate, at their 1063rd meeting on 8 July 2009.

3. European Committee on Migration (CDMG) –
CM(2009)99, CM(2009)99 add

    a. Abridged report of the 57th meeting (Strasbourg, 28-29 May 2009)

3. The CDMG held its 57th meeting on 28-29 May 2009. In addition to the draft terms of reference in item 3.b. below, the Group is invited to examine the abridged report of the meeting as set out in document CM(2009)99, with a view to recommending that the Deputies, at their 1062nd meeting on 1 July 2009, (a) accede to the request of the CDMG to revise the terms of reference of the Committee of Experts of Roma and Travellers (MG-S-ROM)2 with a view to including three new observers (cf. para. 17 of the abridged report); (b) take note of the updated opinion on the return of Roma to Kosovo3 and to South-East Europe (cf. Appendix III to CM(2009)99); (c) take note of the opinions of the CDMG on two recommendations of the Congress (cf. Appendices IV and V to CM(2009)99), and (d) take note of the abridged report as a whole, without further debate.

    b. Draft terms of reference of the Ad hoc Advisory Group on migrants who suffer injury, violence or trauma whilst crossing borders (MG-S-VT)

4. The GR-SOC examined this item at its meetings on 4 and 26 May 2009 (cf. GR-SOC(2009)CB2 and GR-SOC(2009)CB3). Following its last discussions, the Group agreed to invite the CDMG to review the revised terms of reference, in the light of the comments formulated during its meetings, and to resume consideration of the item at a forthcoming meeting. The CDMG accordingly re-examined and amended the proposed draft terms of reference. It approved the terms of reference as they appear in Appendix II to CM(2009)99 together with the revised information document prepared in support of the activity (cf. CM(2009)99 add).

5. The Group is invited to examine these texts, with a view to recommending that the Deputies, at their 1062nd meeting on 1 July 2009, adopt the terms of reference of the Ad hoc Advisory Group on migrants who suffer injury, violence or trauma whilst in transit (MG-S-VT), as they appear in Appendix II to CM(2009)99, without further debate.

4. European Pharmacopoeia (EDQM)

    a. European Committee on Pharmaceuticals and Pharmaceutical Care (Partial Agreement) (CD-P-PH) – Abridged report of the 2nd meeting (Brussels, 2-3 April 2009)

The Group is invited to examine this item with a view to recommending that the Deputies, in their composition restricted to Representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia,4 take note of the abridged report of the 2nd meeting of the European Committee on Pharmaceuticals and Pharmaceutical Care (CD-P-PH) as set out in document CM(2009)104 at their 1063rd meeting on 8 July 2009, without further debate.

    b. Consumer Health Protection Committee (CD-P-SC) – Abridged report of the 1st meeting (Strasbourg, 14-15 May 2009)

7. The Group is invited to examine this item with a view to recommending that the Deputies, in their composition restricted to Representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia4, take note of the abridged report of the 1st meeting of the Consumer Health Protection Committee (CD-P-SC) as set out in document CM(2009)105 at their 1063rd meeting on 8 July 2009, without further debate.

5. “Environmentally induced migration and displacement: a 21st century challenge” – Parliamentary Assembly Recommendation 1862 (2009) – Draft reply

8. The Secretariat has prepared a draft reply to Parliamentary Assembly Recommendation 1862 (2009) (cf. CM/AS(2009)Rec1862 prov). The Group is invited to examine this item with a view to submitting the draft reply to the Deputies for adoption, without further debate, at their 1063rd meeting on 8 July 2009.
