1. Communication by the Director General of DG III

1. The Director General’s communication on DG III’s main activities in recent and coming months will be distributed 1-2 days before the meeting.

2. 1st Council of Europe Conference of Ministers responsible for Social Cohesion (Moscow, 26-27 February 2009) – Report by the Secretary General

2. The GR-SOC is invited to examine the Secretary General’s report on the 1st Council of Europe Conference of Ministers responsible for Social Cohesion (Moscow, 26-27 February 2009), and, in particular, the Final Declaration (Appendix II to CM(2009)57) with a view to recommending the following draft decisions to the Ministers’ Deputies for adoption, without further debate, at their 1056th meeting on 6 May 2009:

    The Deputies

    1. took note of the Final Declaration adopted by the 1st Council of Europe Conference of Ministers responsible for Social Cohesion (Moscow, 26-27 February 2009) (Appendix II to document CM(2009)57);

    2. instructed the European Committee of Social Cohesion (CDCS), in co-operation with other relevant Council of Europe bodies:

    (i) to review the Revised Social Cohesion Strategy in the light of the High-Level Task Force report, taking into account the challenges resulting from the global economic crisis;
    (ii) on the basis of this review, to draw up, by May 2010 at the latest, a Council of Europe Action Plan in the field of social cohesion, building on existing activities and taking financial resources into account; and
    (iii) to intensify cooperation with the European Union, relevant United Nations bodies and other international institutions working in this field, in order to optimise efforts and create synergies;

    3. instructed the Secretariat to communicate the above-mentioned Final Declaration to the Parliamentary Assembly, the Congress of Local and Regional Authorities of the Council of Europe, the Human Rights Commissioner, the European Centre for Global Interdependence and Solidarity (North-South Centre), the Council of Europe Development Bank, the European Committee of Social Rights (ECSR), the Conference of INGOs, the Advisory Board of the Forum for the Future of Democracy and relevant steering committees, for information;

    4. having regard to decisions 1 to 3 above, took note of the report by the Secretary General on the 1st Council of Europe Conference of Ministers responsible for Social Cohesion (Moscow, 26-27 February 2009) as it appears in document CM(2009)57 as a whole.

3. European Health Committee (CDSP) – Draft recommendation CM/Rec(2009)… of the Committee of Ministers to member states on monitoring the protection of human rights and dignity of persons with a mental disorder

3. The GR-SOC is invited to examine this item with a view to recommending that the Deputies adopt the recommendation of the Committee of Ministers to member states on monitoring the protection of human rights and dignity of persons with a mental disorder and take note of the explanatory memorandum, as contained in documents CM(2009)47 and CM(2009)47 add respectively, without further debate at their 1057th meeting on 20 May 2009.

4. European Co-ordination Forum for the Council of Europe Disability Action Plan 2006-2015 (CAHPAH) – Draft terms of reference of the Committee of experts on the participation of people with disabilities in political and public life (CAHPAH-PPL)

4. The GR-SOC is invited to examine the draft terms of reference for the Committee of experts on the participation of people with disabilities in political and public life (CAHPAH-PPL) with a view to recommending their approval by the Deputies, at their 1055th meeting on 22 April 2009.

5. European Committee on Migration (CDMG)

    a. Draft terms of reference of the Ad hoc Advisory Group on validating migrants’ skills (MG-S-VC)
    b. Draft terms of reference of the Ad hoc Advisory group on migrants injured at sea or crossing borders (MG-S-VT)

5. The Group is invited to examine the draft terms of reference for the Ad hoc Advisory Group on validating migrants’ skills (MG-S-VC) and for the Ad hoc Advisory group on migrants injured at sea or crossing borders (MG-S-VT) with a view to recommending that the Deputies, at their 1055th meeting on 22 April 2009, approve the terms of reference of the two groups.

6. European Pharmacopoeia (EDQM)

    a. European Committee on Blood Transfusion (CD-P-TS) – Abridged report of the 4th meeting (Strasbourg, 6-7 November 2008)

    b. European Committee on Organ Transplantation (CD-P-TO) – Abridged report of the 4th meeting (Lubljana, 16-17 October 2008)

6. The abridged reports of the 4th meeting of the European Committee on Blood Transfusion (CD-P-TS) and of the 4th meeting of the European Committee on Organ Transplantation (CD-P-TO) appear in document CM(2009)48 and CM(2009)49 respectively. The GR-SOC is invited to examine these items with a view to recommending that the Deputies, in their composition restricted to Representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia2, take note of the reports, without further debate, at their 1057th meeting on 20 May 2009.

7. The Secretariat has prepared draft replies to the above-mentioned Congress and Parliamentary Assembly Recommendations (cf. CM/Cong(2009)Rec244 prov, CM/AS(2009)Rec1839-1840 prov, CM/AS(2009)Rec1842 prov and CM/AS(2009)Rec1852 prov). The comments received from relevant bodies on each recommendation are appended to the pertinent draft reply.

8. At the request of the Chair, and to facilitate discussions during the meeting, delegations have been invited to submit any comments or proposed amendments on the above draft replies in writing to the Committee of Ministers’ Secretariat by Thursday, 9 April 2009 at 1.00 p.m. Any possible amendments received will be duly distributed to all delegations for consideration before the meeting.
9. The Group is invited to examine items 7.a to 7.d, together with any possible amendments, with a view to submitting the draft replies to the Deputies for adoption without further debate at their 1057th meeting on 20 May 2009.
