Parliamentary Assembly Recommendation 1648 (2004) on the consequences of European Union enlargement for freedom of movement between Council of Europe member states – Draft supplementary reply

1. It is recalled that the Ministers’ Deputies adopted a reply to this Recommendation at their 888th meeting (16 June 2004, item 10.7), in which they informed the Assembly of the terms of reference on the freedom of movement given to the European Committee on Legal Co-operation (CDCJ) at their 883rd meeting (5 May 2004, item 10.4). On the same occasion they had also invited the CDCJ to give an opinion on the Assembly’s Recommendation. The Deputies underlined in the draft reply that they would not fail to inform the Assembly of the outcome of the work thus undertaken.

2. Furthermore, at their 890th meeting (30 June 2004, item 10.3a), the Deputies, bearing in mind the ad hoc terms of reference given to the CDCJ concerning the freedom of movement (Decision No. CM/863/05052004), and the opinion expressed by the CDCJ in Appendix VI, paragraph 9, of document CM(2004)106 revised, invited the European Committee on Crime Problems (CDPC) to give an opinion on Recommendation 1648 (2004). The opinion of the CDCJ was received in April 2005 and the CDPC’s opinion on 8 November 2005.

3. The GR-J is invited to examine the draft supplementary reply contained in document GR-J(2005)18
with a view to transmitting it to the Deputies for adoption.

4. The GR-J is invited to examine the draft reply contained in document GR-J(2005)19 with a view to transmitting it to the Deputies for adoption at their 951st meeting (14 December 2005).

Recommendation 1714 (2005) on Abolition of restrictions on the right to vote – Draft reply

5. The GR-J is invited to examine the draft reply contained in document GR-J(2005)20 with a view to transmitting it to the Deputies for adoption at their 951st meeting (14 December 2005).

Election of a member of the Committee of Experts of the European Charter for Regional and Minority Languages in respect of Luxembourg

6. The GR-J is requested to examine candidatures presented by Luxembourg (document CM(2005)170) on the basis of document GR-J(2004)2rev, in which it has laid down its the criteria for examining candidatures to the Committee of Experts of the European Charter for Regional and Minority Languages.

7. It is recalled that at their 949th meeting (1 December 2005, item 1.1), the Deputies agreed to postpone this item on the draft agenda of their 949th meeting to their 951st meeting (14 December 2005,) after consideration by their Rapporteur Group on Legal Co-operation (GR-J).

8. It is recalled that at their 949th meeting (1 December 2005, item 1.1), the Deputies agreed to postpone this item on the draft agenda of their 949th meeting to their 951st meeting (14 December 2005), after consideration by their Rapporteur Group on Legal Co-operation (GR-J).
