09/43 Steering Committee for Human Rights (CDDH) – Request for renewal of the terms of reference for the Committee of experts on impunity (DH-I)

1. The Group is invited to examine the request for renewal of the terms of reference of the Committee of experts on impunity (DH-I) for 2010 (see document CM(2009)176). If there is agreement in the Group, the Deputies will be invited to adopt the relevant decision at their 1074th meeting on 13 January 2010 without further debate (item placed in the box).

This is the proposed decision:

    “The Deputies approved the terms of reference of the Committee of experts on impunity (DH-I), as they appear in Appendix … to the present volume of Decisions. < see document CM(2009)176 >”

09/44 Steering Committee on the Media and New Communication Services (CDMC)

      CM(2009)175

      a. Abridged report of the 11th meeting (Strasbourg, 20-23 October 2009)
      b. Draft Declaration on measures to promote the respect of Article 10 of the European Convention on Human Rights and proposals to be considered together with the draft Declaration

2. The Group is invited to examine the abridged report of the 11th meeting of the Steering Committee on the Media and New Communication Services (CDMC) (document CM(2009)175). If there is agreement in the Group, the Deputies will be invited to adopt the relevant decisions at their 1074th meeting on 13 January 2010 without further debate (item placed in the box).

    These are the proposed decisions:

    “The Deputies

      1. adopted the Declaration on measures to promote the respect of Article 10 of the European Convention on Human Rights, as it appears at Appendix … to the present volume of Decisions;
      < document CM(2009)175, Appendix II >

      2. took note of the proposals of the Steering Committee on the Media and New Communication Services (CDMC) for enhancing the means available to the Council of Europe to promote respect of freedom of expression and media freedoms in the member states;

    3. took note of the CDMC’s decision to admit the following observers to the CDMC:

      - European Youth Forum;
      - Permanent Conference of the Mediterranean Audiovisual Operators (COPEAM);
      - Community Media for Europe (CMFE);

      to admit the following observers to the Committee of Experts on New Media (MC-NM):

      - Community Media for Europe (CMFE);
      - European Digital Rights (EDRI);

      and to admit the following observer to the Ad hoc Advisory Group on Cross-border Internet (MC-S-CI):

      - European Digital Rights (EDRI);

    4. in the light of decisions 1 to 3 above, took note of the abridged report of the 11th meeting of the Steering Committee on the Media and New Communication Services (CDMC), as it appears in document CM(2009)175, as a whole.”

3. The Secretariat is continuing its contacts with the state concerned with a view to submitting a draft resolution in due course.

09/45 “Europe’s “boat-people”: mixed migration flows by sea into southern Europe” – Parliamentary Assembly Recommendation 1850 (2008)3

4. The Secretariat has prepared a draft reply to Parliamentary Assembly Recommendation 1850 (2008) (cf. CM/AS(2009)Rec1850 prov), which is on the agenda of the meeting of the Rapporteur Group on Social Cohesion and Health (GR-SOC) on 4 December 2009. To facilitate discussions in the GR-SOC, delegations were invited to submit any comments or proposals for amendment to this text to the Secretariat by 17 September 2009. Two delegations submitted proposed amendments (see documents DD(2009)474, DD(2009)477). Depending on the outcome of the discussions in the GR-SOC, the Group will be invited to examine this item with a view to transmitting an agreed text to the Deputies for adoption, if possible at their 1074th meeting on 13 January 2010, without further debate (item placed in the box).

09/46 “The rights of today’s girls: the rights of tomorrow’s women” – Parliamentary Assembly Recommendation 1872 (2009)

5. Recommendation 1872 (2009) was adopted by the Parliamentary Assembly on 29 May 2009. At their 1060th meeting (10 June 2009), the Deputies decided to bring it to the attention of their governments and agreed to communicate it to the Ad hoc Committee on preventing and combating violence against women and domestic violence (CAHVIO) for information as well as to the Steering Committee for Equality between Women and Men (CDEG), to the European Committee on Crime Problems (CDPC) and to the Steering Committee for Education (CDED), for information and possible comments. They also invited their Rapporteur Group on Human Rights (GR-H), in co-operation with the Thematic Co-ordinator on Equality between Women and Men (TC-EG), to prepare a draft reply for adoption at one of their forthcoming meetings.

6. The draft reply prepared by the Thematic Co-ordinator on Equality and Trafficking (TC-ET) is contained in document CM/AS(2009)Rec1872 prov, which the Group is invited to examine, together with the draft decisions below, with a view to submitting them to the Deputies for adoption at their 1074th meeting on 13 January 2010, without further debate (item placed in the box).
