The Group is invited to examine the above-mentioned draft recommendations prepared by the Steering Committee on the Media and New Communication Services (CDMC), as presented in documents CM(2007)155 and CM(2007)156, with a view to transmitting them to the Deputies for adoption of the relevant decisions at their 1010th meeting (7 November 2007). If there is agreement in the Group, the Deputies will be invited to adopt the decisions without further debate (item placed in the box).
During its last meeting (12 to 15 June 2007) when deciding to prepare a draft recommendation on measures to promote the public service value of the Internet, the CDMC signalled the desirability of this instrument being submitted to, and if appropriate, adopted by the Committee of Ministers before, and as a tangible Council of Europe contribution to, the United Nations led Internet Governance Forum (IGF); the IGF will take place from 12 to 15 November 2007 in Rio de Janeiro, Brazil.
These are the proposed decisions:
1. adopted Recommendation CM/Rec(2007)… of the Committee of Ministers to member states on measures concerning media coverage of election campaigns, as it appears at Appendix … to the present volume of Decisions < see document CM(2007)155 > and took note of the Explanatory Memorandum, as it appears in document CM(2007)155 add1;
2. adopted Recommendation CM/Rec(2007)… of the Committee of Ministers to member states on measures to promote the public service value of the Internet, as it appears at Appendix … to the present volume of Decisions < see document CM(2007)156 >”

Recommendation 1772 (2006), together with the related Resolution 1527, were adopted by the Standing Committee acting on behalf of the Assembly on 17 November 2006. At their 981st meeting (1 December 2006), the Deputies decided to bring it to the attention of their governments and agreed to communicate it to the Steering Committee for Human Rights (CDDH), for the attention in particular of its Committee of Experts on Issues relating to the Protection of National Minorities (DH-MIN), as well as to the Council of Europe Commissioner for Human Rights, for information and possible comments, and in the light of possible comments, invited the GR-H to prepare a draft reply for adoption at one of their forthcoming meetings.
At its meeting on 13 September, the Group examined a first draft reply contained in document CM/AS(2007)Rec1782 prov. After a debate, the Chairman took note of a general agreement within the Group to return to this item at its next meeting on the basis of a draft reply revised by the Secretariat in the light of the views expressed.
With this in mind, and taking into account the relatively late submission of proposals for amendments by one delegation and the expressed intention of at least one other to submit further amendments, he invited delegations to provide written proposals well in advance of the present meeting.

The GR-H is invited to hold an informal exchange of views on the curricula vitae of the proposed members and deputies in respect of Denmark, Greece, Lithuania and Spain, with a view to submitting them to the Deputies at their 1010th meeting (7 November 2007) so that the appropriate decision may be taken without further debate.
