The GR-H is invited to examine these draft Resolutions with a view to approving them and submitting them to the Deputies at a future meeting for adoption without further debate.

07/03 European Social Charter – European Committee of Social Rights (ECSR) – Election of a member
(CM(2006)227)

The GR-H is invited to hold an informal exchange of views on the candidate presented by Sweden, with a view to the election of a member at the Deputies’ 985th meeting (31 January 2007).

      e. Terms of reference of CDMC's subordinate bodies
      f. Lines of action and general report of the Pan-European Forum on Human Rights in the Information Society "Empowering Children and Young People"

The Group is invited to examine the abridged report of the 4th meeting of the Steering Committee on the Media and New Communication Services (CDMC) contained in document CM(2006)229, with a view to transmitting it to the Deputies for adoption of the relevant decisions at their 985th meeting on 31 January 2007. If there is agreement in the Group, the Deputies will be invited to adopt the decisions without further debate (item placed in the box), with the exception of the terms of reference.

The following draft decisions are suggested:

The Deputies

1. adopted the Declaration of the Committee of Ministers on protecting the role of the media in democracy in the context of media concentration, as it appears in Appendix … to the present volume of Decisions <Appendix II to document CM(2006)229>;

2. adopted Recommendation Rec(2007)… of the Committee of Ministers to member states on media pluralism and diversity of media content, as it appears in Appendix … to the present volume of Decisions <Appendix III to document CM(2006)229>;

3. adopted Recommendation Rec(2007)… of the Committee of Ministers to member states on the remit of public service media in the information society, as it appears in Appendix … to the present volume of Decisions <Appendix IV to document CM(2006)229>;

4. approved the terms of reference of the Group of Specialists on freedom of expression and information in times of crisis (MC-S-IC), as they appear in Appendix … to the present volume of Decisions <Appendix VII to document CM(2006)229>;

5. approved the terms of reference of the Group of Specialists on human rights in the Information Society (MC-S-IS), as they appear in Appendix … to the present volume of Decisions <Appendix VII to document CM(2006)229>;

6. approved the terms of reference of the Group of Specialists on Media Diversity (MC-S-MD), as they appear in Appendix … to the present volume of Decisions <Appendix VII to document CM(2006)229>;

7. approved the terms of reference of the Group of specialists on public service media in the information society (MC-S-PSM), as they appear in Appendix … to the present volume of Decisions <Appendix VII to document CM(2006)229>;

8. took note of the lines of action and general report of the Pan-European Forum on Human Rights in the Information Society "Empowering children and Young People", as they appear in Appendices V and VI to document CM(2006)229 and decided to bring them to the attention of member states;

9. in the light of decisions 1-8 above, took note of the abridged report of the 4th meeting of the Steering Committee on the Media and New Communication Services (CDMC) as a whole, as it appears in document CM(2006)229."

07/05 Position of the Parliamentary Assembly as regards the Council of Europe member and observer states which have not abolished the death penalty – Parliamentary Assembly Recommendation 1760 (2006)

Recommendation 1760 (2006) was adopted on 28 June 2007. At their 971st meeting (12 July 2006) the Deputies decided to bring it to the attention of their governments and invited their Rapporteur Group on Human Rights (GR-H) to prepare a draft reply for adoption at one of their forthcoming meetings. The Secretariat has prepared a preliminary draft reply in CM/AS(2007)Rec 1760 prov. It will be noted that some delegations have been asked to supply information concerning the state of ratification of Protocol 13 to the European Convention on Human Rights. The GR-H is invited, in the light of the additional information provided in response to this request, to recommend that the Deputies adopt the draft reply at a forthcoming meeting without further debate.

07/06 Implementation of judgments of the European Court of Human Rights – Parliamentary Assembly Recommendation 1764 (2006)

Recommendation 1764 (2006) was adopted on 2 October 2006. At their 975th meeting (11 October 2006) the Deputies decided to bring it to the attention of their governments, agreed to communicate it to the Steering Committee for Human Rights (CDDH) for possible comments and invited their Rapporteur Group on Human Rights (GR-H) to prepare a draft reply for adoption at one of their forthcoming meetings. The Secretariat has prepared a preliminary draft reply in CM/AS(2006)Rec 1764 prov. The GR-H is invited to recommend that the Deputies adopt the draft reply at a forthcoming meeting without further debate.

The next meeting of the GR-H will take place on Tuesday, 20 March 2007 at 10 a.m.
