06/21 European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) – Elections of members of the CPT in respect of Monaco, Spain and Turkey

The GR-H is invited to hold an informal exchange of views on these lists of candidates, transmitted by the Bureau of the Parliamentary Assembly since its last Session, with a view to elections at the Deputies’ 969th meeting (21 June 2006).
06/22 PA Recommendation 1729 (2005) on the activities of the United Nations High Commissioner for Refugees (UNHCR) – Draft reply in co-operation with the GR-J
At their 951st meeting (14 December 2005, item 3.1), the Ministers’ Deputies invited their Rapporteur Group on Human Rights (GR-H), in co-operation with their Rapporteur Group on Legal Co-operation (GR-J), to prepare a draft reply for adoption at one of their forthcoming meetings.
The GR-J examined a draft reply prepared by the Secretariat (document (GR-J(2006)8) at its meeting on 1 June 2006. It agreed on the text and decided to transmit it to the GR-H for consideration as contained in document CM/AS(2006)Rec1729prov (with an alignement of the English text with the French in paragraph 2). The GR-H is now invited to examine the draft reply with a view to transmitting it to the Deputies for adoption before the June session of the Parliamentary Assembly, i.e. at their 967th meeting (14 June 2006).
06/12 Framework Convention for the Protection of National Minorities – Debate on the draft resolution on the implementation of the Convention by the Slovak Republic
The GR-H is invited to examine this draft Resolution with a view to approving it and submitting it to the Deputies at a future meeting for adoption without further debate.
06/23 Advisory Committee of the Framework Convention – Election of candidates in respect of Georgia
The GR-H is invited to hold an informal exchange of views on this list of candidates, transmitted by the Georgian authorities, with a view to the designation of an expert by ballot at the Deputies’ 969th meeting (21 June 2006).
06/24 Draft resolution ResCMN(2006)… on the implementation of the Framework Convention for the Protection of National Minorities in Kosovo (Serbia and Montenegro)
Following discussions with the authorities concerned, the Secretariat has prepared a draft Resolution. The GR-H is invited to examine this draft with a view to recommending its adoption by the Deputies, without further debate, at a forthcoming meeting. A representative of UNMIK will be invited to attend in an observer capacity.

06/25 116th Session of the Committee of Ministers (Strasbourg, 18-19 May 2006) – Follow-up
Follow-up to be given to the Declaration of the Committee of Ministers on sustained action to ensure the effectiveness of the implementation of the European Convention on Human Rights at national and European levels
At their 965th meeting (24 May 2006), the Ministers’ Deputies decided to ask the Rapporteur Group on Human Rights (GR-H) to examine the follow-up to be given to the Declaration adopted at the 116th Ministerial Session and to propose decisions to be taken on the follow-up to the Declaration for adoption at their 967th meeting (14 June 2006).
The Chairman of the GR-H asked the Secretariat to make proposals for draft decisions, based on the texts prepared for and adopted at the Session, to be discussed by the Group. These proposals appear in document GR-H(2006)12. The Group is invited to consider the proposals with a view to transmitting them for adoption by the Deputies at their 967th meeting on 14 June.

The next meeting of the GR-H will take place on 19 September 2006 at 10 a.m.
