1. Report of the High-Level Task Force on Social Cohesion (TFSC)

1. The GR-C will recall that the Deputies, at their 1014th meeting (12 December 2007), having welcomed the report of the High-Level Task Force on Social Cohesion: “Towards an Active, Fair and
Socially Cohesive Europe” following its presentation by Mrs Mary Daly, the Chair of the Task Force, at the GR-SOC meeting in November 2007, invited the relevant Rapporteur Groups to examine the report, particularly its recommendations, and make proposals for follow-up action for consideration at their 1019th meeting (27 February 2008).

2. In this context, the Group is invited to consider the report with a view to recommending the draft decisions below and transmitting them to the Ministers’ Deputies for adoption at their 1019th meeting (27 February 2008):

    “The Deputies, having regard to the decisions taken at their 1014th meeting welcoming the Report of the High-Level Task Force on Social Cohesion: “Towards an Active, Fair and Socially Cohesive Europe” prepared in the light of the decisions taken at the Third Summit of Heads of State and Government,
    1. took note of the discussions by the relevant Rapporteur Groups and of their proposals for follow-up action;
    2. agreed to transmit the Report to all relevant Steering Committees;
    3. invited the Secretary General in co-ordination with the relevant steering committees and taking into account the criteria set out in the document CM(2006)101 final to make proposals for the Programme of Activities of 2009 and beyond;
    4. invited member states, the Advisory Board of the Forum for the Future of Democracy and the GR-DEM to bear in mind the Task Force’s recommendation to devote a forthcoming meeting of the Forum to a major topic related to social cohesion, such as the interdependence of democracy and social rights;
    5. in the light of the ongoing implementation of the reform process in the framework of Chapter V of the Third Summit Action Plan (cf. CM(2007)46 final), invited the Secretary General and the GT-REF.INST to bear in mind the Task Force’s recommendations on working methods, in particular when examining measures for improving transversality, internal co-ordination and co-operation, information management and knowledge-sharing.”

2. Ad hoc Committee European Co-ordination Forum on the World Anti-doping Agency
(CAHAMA) – Draft terms of reference

3. The Group is invited to consider the draft terms of reference of the Ad hoc Committee European Co-ordination Forum on the World Anti-doping Agency (CAHAMA) with a view to its renewal and transmission to the Ministers’ Deputies for adoption at their 1018th meeting (20 February 2008) (see draft decision below).

3. European Diploma of Protected Areas
Draft Resolution CM/ResDip(2008)… on the revised regulations of the European Diploma of Protected Areas
CM(2008)11 and CM/Del/Dec(2007)1009/9.1

4. At their 1009th meeting (24 October 2007), the Ministers’ Deputies invited the Standing Committee to the Bern Convention to give its opinion on the proposal that it be instructed to prepare opinions for the Committee of Ministers on the granting, renewal or non-renewal of the European Diploma on Protected Areas and transmitted to that committee the draft resolution on the revised regulations of the European Diploma of Protected Areas.
5. At its 27th meeting from 26 to 29 November 2007, the Standing Committee of the Bern Convention examined the proposal of the Committee of Ministers and approved it (see document CM(2008)11). Taking account of this positive opinion, the Group is invited to consider the draft Resolution CM/ResDip(2008)… on the revised regulations of the European Diploma of Protected Areas, with a view to its transmission to the Ministers’ Deputies for adoption without further debate at their 1018th meeting (20 February 2008) (see draft decision below).

4. European Conference of Ministers responsible for Spatial/Regional Planning of the Council of Europe (CEMAT) – Draft Resolution Res(2008)... on the rules governing the Landscape Award of the Council of Europe

6. It is recalled that on 9 January 2008, when the GR-C considered the abridged report of the 87th meeting of the Committee of Senior Officials of CEMAT, the above-mentioned draft resolution was postponed pending a last review of the text by the Department for Legal Advice (DLAPIL). The Group is now invited to consider the corrected version of draft Resolution Res(2008)... on the rules governing the Landscape Award of the Council of Europe, as it appears in document CM(2007)188 corrigendum, with a view to its transmission to the Ministers’ Deputies for adoption without further debate at their 1018th meeting (20 February 2008) (see draft decision below).

7. Date of the next meeting

9. The next meeting of the GR-C devoted to the draft White Paper on Intercultural Dialogue is scheduled for Tuesday 19 February 2008, at 10 a.m. The next regular meeting of the GR-C is scheduled for Tuesday 22 April 2008, at 10 a.m.
