Proposals for amendments by the Russian and Slovak Delegation


I. Proposals for amendments by the Russian Delegation

The Russian Delegation considers this recommendation as necessary and important and it wishes to make the following amendments:

1. To paraphrase point b.:

“b. establish or support consultative structures or bodies which ensure that minority youth are consulted both in their official language and in their mother tongue on a regular and timely basis on matters that are of concern to them or directly affect them;”

2. To put the paragraph reading “Bearing in mind the Framework Convention for the Protection of National Minorities (ETS No. 157) and its Explanatory Report and especially Article 15 on the creation of the necessary conditions for the effective participation of persons belonging to national minorities;” after the paragraph “Reacting to the absence of a recommendation addressing the situation of minority youth, and the issues and challenges they are facing,” because the status of this kind of document is more solid than those of recommendations and resolutions and should thus precede.

3. After the Convention for the Protection of National Minorities to insert the phrase: “Taking into consideration the European Charter for Regional and Minority Languages.”

4. To include an additional point in PART II Supporting Measures the following phrase: “To provide the right of education in native language (mother tongue) as indicated in Article 14 point 2 of the Framework Convention for the Protection of National Minorities”.

II. Proposal for amendment by the Slovak Delegation

“e. always pay attention to the particular needs of young women, including from minorities and undertake actions to avoid their multiple discrimination;”
