Synopsis
Meeting of 11 January 2007

The Rapporteur Group on Administrative and Budgetary Questions (GR-AB) met on 11 January 2007, with Ambassador Zoltan Taubner, Permanent Representative of Hungary, in the chair. The Group considered the following items in the light of the annotated agenda (document GR-AB(2007)1).

1. Co-ordinating Committee on Remuneration (CCR)

a.Turkey: special adjustment of remuneration at 1st August 2006 – 174th Report

b. Hungary: special adjustment of remuneration at 1st October 2006 – 177th Report
(CM(2006)216)

1.1. Following a short discussion in which the Secretariat was able to give a number of technical clarifications, the Chair noted that the Group could recommend to the Deputies the adoption, without further debate, of the draft decisions set out in the draft annotated agenda. He further noted that any questions of principle could be raised within the framework of the working party on staff expenditure related issues (see item 4 below).

c. Application of the Deputies decision of 13 December 2006 (983/11.2, no. 5)
(CM(2006)192 and CM(2006)192 add)

1.2. The Chair noted that the group could recommend to the Deputies the adoption, without further debate, of the draft decisions set out in the draft annotated agenda with one amendment (to replace “remuneration of judges” with “emoluments of judges” in decision n°3).

2. Pension scheme rules

a. Correction of an anomaly in Article 19 – 172nd Report of the Co-ordinating Committee on Remuneration (CCR)

b. Amendment to Article 8 of the Pension Scheme (early retirement coefficients) – 173rd Report of the
Co-ordinating Committee on Remuneration (CCR)

2.2. Following a short discussion in which the Secretariat was able to give a number of technical clarifications, in particular as to why the amendments to the early retirement coefficients were deemed to be actuarially neutral and the number (3) of staff having requested early retirement over the past five years, the Chair noted that the Group could recommend to the Deputies the adoption, without further debate, of the draft decisions set out in the draft annotated agenda. He also noted the observation made by one delegation on the use of non-sexist language, remark which would be transmitted to the CCR.

c. Pension Scheme for specially appointed officials of the Council of Europe – Draft resolution amending the Regulations instituting a Pension Scheme for specially appointed officials of the Council of Europe and a temporary retiring allowance

2.3. The Secretariat explained that the resolution covered only specially appointed officials ie the Secretary General, Deputy Secretary General and the Secretary General of the Assembly. The Secretariat went on to explain that this modification should have been introduced in the wake of the adoption of the new pension scheme which came into effect on 1 January 2003; the Secretariat was now correcting that oversight. Currently serving specially appointed officials and future specially appointed officials who were affiliated to the old scheme as staff members will not be affected by the revised provisions; in this light, the Chair proposed amending the relevant paragraph [5] of the introduction to document CM(2006)223 to make this clearer2.

2.4. On that basis, the Chair concluded that, although it would have been easier to tackle this issue with the adoption of the new pension scheme, the group could recommend to the Deputies the adoption, without further debate, of the draft decisions set out in the draft annotated agenda. This was agreed.












3. Unpaid contributions at 30 June 2006

3.1. The group examined unpaid contributions to the various budgets of the Council of Europe in the light of the updated situation at 31 December 2006 (cf document GR-AB(2007)2). The Chair noted that a vast majority of member states had regularised their situation since 30 June. Following a “tour de table” of the other delegations which still had outstanding debts to the budgets of the Council of Europe, the Chair noted appreciation of the efforts being made to honour commitments, and hoped that the situation would improve in the near future. He invited the Secretariat to undertake the necessary contacts with non-member states as regards their outstanding financial commitments. One delegation suggested that a draft decision be included to this effect. This was agreed.

4. Other business

- Working group on staff expenditure issues
4.1. Referring to the budget decision (983/11.2 Part1) regarding the setting-up of an ad hoc working group to examine issues related to staff expenditure, and on the basis of informal consultations, the Chair proposed that the group be chaired by Mr. Jakob Dahl Thomsen, Deputy Permanent Representative of Denmark who had recently ensured the function of thematic coordinator on the consideration of a ceiling on total staff related appropriations (TC-SAL). This was agreed. The Chair noted that he would consult with the Bureau on this basis and the group could then come back to this item at its next meeting.
