ABRIDGED REPORT

An addendum to this report contains the list of High Contracting Parties participating in the meeting.

1. Opening of the meeting by the Secretary General of the Council of Europe

The meeting of the Conference of the High Contracting Parties to the Convention for the Protection of Human Rights and Fundamental Freedoms, held in Madrid on 12 May 2009, was opened at 10:50 a.m. with the Rt Hon. Terry Davis, Secretary General of the Council of Europe, in the chair. He noted that the envisaged quorum had been reached.

2. Adoption of the draft agenda

The agenda was adopted.

3. Adoption of the rules of procedure of the Conference of the High Contracting Parties to the Convention for the Protection of Human Rights and Fundamental Freedoms

The rules of procedure were adopted as they appear in document ECHR/Conf(2009)002.

4. Election of a Chairperson

Mr Miguel Angel Moratinos, Minister for Foreign Affairs and Cooperation of Spain, was elected Chairperson and took the chair.

5. Decision on the provisional application of certain provisions of Protocol No. 14 to the Convention pending its entry into force

The Conference of High Contracting Parties agreed by consensus that the provisions regarding the new single-judge formation and the new competence of the Committees of three judges contained in Protocol No. 14 to the European Convention on Human Rights are to be applied on a provisional basis with respect to those states that express their consent, according to the modalities set out in document CM(2009)71 rev2.

6. Adoption of the abridged report of the meeting

The abridged report of the meeting was adopted.

7. Close of the Conference

The Chairperson thanked the representatives of the High Contracting Parties for their participation and underlined the importance of the decision taken to increase the case-processing capacity of the Court. He declared the meeting closed.
