2.2 Discussion on future arrangements for thematic monitoring

To consider the proposals on the future arrangements for the thematic monitoring of the Committee of Ministers (CM/Monitor(2007)1), with a view to adopting the revised thematic monitoring procedure.
The Deputies are invited to consider the additional analysis on the future arrangements for thematic monitoring of the Committee of Ministers (document CM/Monitor(2007)1), prepared by the Secretariat as a follow up to the decision taken by the Deputies at their 977th meeting (in camera, 19 October 2006). This document is to be read in conjunction with document CM/Monitor(2006)4, which served as a basis for the discussion at the 977th meeting. This analysis sets out the amendments to be made to the existing arrangements of the annual thematic monitoring exercise of the Committee of Ministers with a view to replacing it with an ad hoc procedure.
The Deputies may wish to hold an exchange of views on these proposals in order to finalise them and to adopt the draft decisions set out below.
Financing assured: The implementation of future thematic monitoring exercises will be submitted for decision, subject to budgetary resources available.

Discussion on future arrangements for thematic monitoring

1. adopted the revised thematic monitoring procedure as it appears at Appendix … to the present volume of Decisions <CM/Monitor(2007)1> and agreed that this ad hoc procedure would enter into force with immediate effect;
2. noted that the last discussion under the procedure adopted at their 893rd meeting (13 July 2004, item 2.4) concerning execution of national legal decisions would take place after the finalisation of the CEPEJ’s work on that theme, expected in Autumn 2007.
