Action:

To consider the draft decisions as set out below, with a view to their adoption.

At its meeting on 7 December 2006, the CM-SUIVI3 considered a draft mandate for an ad hoc reflection group, open to all member states, which would be instructed to consider the objectives of a possible Council of Europe action concerning the religious dimension of intercultural dialogue. These draft decisions had been prepared by the San Marino Chair in the light of informal consultations and taking into account views already expressed at earlier CM-SUIVI3 meetings and at discussions of the Ministers’ Deputies.

In the framework of the discussion on this item, two delegations proposed amendments to the text, which the CM-SUIVI3 approved. In view of the vast support given to the draft mandate as amended, the CM-SUIVI3 agreed to submit it to the Deputies for adoption at their present meeting. It noted however, that one delegation had expressed reservations concerning this draft, pending instructions from its capital.

Decisions

The Deputies

1. decided to create among themselves, on an informal basis, an ad hoc group open to all member states interested as well as to the European Commission, which would:

    i. in the context of the work already carried out within the Council of Europe and in particular within the GR-C concerning the preparation of the White Paper on intercultural dialogue, consider the objectives of a possible Council of Europe action concerning the religious dimension of intercultural dialogue, that should be based on the Council of Europe’s values as well as on its work in the area of the protection of human rights and fundamental freedoms;

    ii. consider, in this context, the best way to structure this dialogue in the light, inter alia, of document CM-SUIVI3(2006)23rev, including criteria and proposals concerning the choice of interlocutors, both among civil society and among religious communities, it being understood that where the latter are concerned, it should primarily concern those traditionally present in Europe;

    iii. determine the added-value of this exercise bearing in mind the objectives set and initiatives already undertaken in this area, including by other international organisations such as the European Union, the OSCE and the United Nations;

    iv. bear in mind the financial implications of proposals which are going to be made;

    v. contribute to the reflections in the framework of the Conference to be held in San Marino in April 2007 and report back to the Ministers’ Deputies with a view to preparing the 117th Session of the Committee of Ministers (10-11 May 2007);

2. agreed that this informal group would be open to the Secretary General and/or his representative, to the Parliamentary Assembly, the Congress of Local and Regional Authorities of the Council of Europe and to the Commissioner for Human Rights.
