To exchange views with Mr Halvdan Skard, President of the Congress, and to adopt the decisions appearing below in respect of Congress Recommendations 185 to 199 (2006) and Resolutions 209 to 221 (2006), adopted during the 13th Plenary Session.

Concerning Recommendation 185 (2006) on the proposal to set up a centre of the Council of Europe for inter-regional and cross-border co-operation

1. took note of Recommendation 185 (2006);

2. agreed to bring it to the attention of their governments;

3. agreed to forward it to the Steering Committee on Local and Regional Democracy (CDLR) for information;

4. invited their Ad hoc working party to study the proposal to set up a centre of the Council of Europe for inter-regional and cross-border co-operation (GT-TRANSREG) to bear in mind the recommendation in its preparatory work on the proposed Centre;

Concerning Recommendation 186 (2006) on the follow-up to the Referendum on the state-status of Montenegro (Serbia and Montenegro) observed on 21 May 2006

5. took note of Recommendation 186 (2006);

6. agreed to bring it to the attention of their governments;

7. agreed to forward it to the European Commission for Democracy through Law (Venice Commission) for information;

8. agreed to forward it to their Rapporteur Group on Democracy (GR-DEM) to bear in mind the recommendation in its future work;

Concerning Recommendation 187 (2006) on the Adriatic Euroregion

9. took note of Recommendation 187 (2006) and the appended Joint Declaration on the Adriatic Euroregion;

10. agreed to bring the recommendation to the attention of their governments and in particular of the governments of the states concerned by cooperation in the Adriatic Euroregion;

11. agreed to forward it to the Steering Committee on Local and Regional Democracy (CDLR) for information;

12. invited their Thematic Co-ordinator on Local and Regional Co-operation (TC-LARC) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 188 (2006) on good governance in European metropolitan areas

13. took note of Recommendation 188 (2006), and noted with particular interest the guidelines for objectives, policies and evaluation procedures it contains;

14. agreed to bring it to the attention of their governments;

15. agreed to forward it to the European Conference of Ministers responsible for Regional Planning (CEMAT) and to the Steering Committee on Local and Regional Democracy (CDLR) for information;

Concerning Recommendation 189 (2006) on local and regional waste management and the siting of landfills

16. took note of Recommendation 189 (2006);

17. agreed to bring it to the attention of their governments;

18. agreed to forward it to the Council for the Pan-European Biological and Landscape Diversity Strategy (STRACO), the Committee for the activities of the Council of Europe in the field of biological and landscape diversity (CO-DBP), the European Conference of Ministers responsible for Regional Planning (CEMAT) and the Steering Committee for Local and Regional Democracy (CDLR) for information;

19. invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 190 (2006) on water management: a European contribution to the 4th World Water Forum

20. took note of Recommendation 190 (2006);

21. agreed to bring it to the attention of their governments;

22. agreed to forward it to the Council for the Pan-European Biological and Landscape Diversity Strategy (STRACO), the Committee for the activities of the Council of Europe in the field of biological and landscape diversity (CO-DBP), the European Conference of Ministers responsible for Regional Planning (CEMAT) and the Steering Committee for Local and Regional Democracy (CDLR) for information;

23. invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 191 (2006) on Chernobyl, 20 years on: local and regional authorities dealing with disasters

24. took note of Recommendation 191 (2006) and of the appended Slavutych Appeal launched by the international conference “Chernobyl, 20 years on: local and regional authorities dealing with disasters” organised by the Congress in Slavutych (Ukraine), 2-4 March 2006;

25. agreed to bring the recommendation and its appendix to the attention of their governments;

26. agreed to forward it to the Steering Committee for Local and Regional Democracy (CDLR) and to the European and Mediterranean Major Hazards Agreement (EUR-OPA) for information, and in order for the latter to take the principles contained in the Slavutych Appeal into account in its work, in particular with a view to its next ministerial session (Marrakech, Morocco, 31 October 2006);

Concerning Recommendation 192 (2006) on local and regional elections in Ukraine observed on 26th March 2006

27. took note of Recommendation 192 (2006);

28. agreed to bring it to the attention of their governments and in particular to the Ukrainian authorities;

29. agreed to forward it to the European Commission for Democracy through Law (Venice Commission) and to the Steering Committee for Local and Regional Democracy (CDLR) for information;

30. agreed to forward it to their Rapporteur Group on Democracy (GR-DEM) to bear in mind the recommendation in its future work;

Concerning Recommendation 193 (2006) on South-East Europe: 6th Forum of Cities and Regions (Sinaia, Romania 8-9 December 2005)

31. took note of Recommendation 193 (2006);

32. agreed to bring it to the attention of their governments and in particular of the governments of the South-east European countries;

33. agreed to forward it to the Steering Committee for Local and Regional Democracy (CDLR) for information;

34. invited their Rapporteur Group on legal cooperation (GR-J) to bear in mind the recommendation in its future work;

Concerning Recommendation 194 (2006) on effective access to social rights for immigrants: the role of local and regional authorities

35. took note of Recommendation 194 (2006);

36. agreed to bring it to the attention of their governments;

37. agreed to forward it to the Steering Committee for Local and Regional Democracy (CDLR), to the European Committee on Migration (CDMG), the European Committee on Legal Co-operation (CDCJ), to the European Health Committee (CDSP) and to the Steering Committee for Higher Education and Research (CDESR) for information;

38. invited their Rapporteur Group for Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 195 (2006) on reconciling heritage and modernity

39. took note of Recommendation 195 (2006);

40. agreed to bring it to the attention of their governments;

41. agreed to forward it to the Steering Committee for Heritage (CD-PAT) and to the Council of Europe Development Bank for information;

42. invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 196 (2006) on local democracy in Liechtenstein

43. took note of Recommendation 196 (2006);

44. agreed to forward it to the Steering Committee for Local and Regional Democracy (CDLR) for information;

Concerning Recommendation 197 (2006) on urban security in Europe

45. took note of Recommendation 197 (2006);

46. agreed to bring the recommendation to the attention of their governments;

47. agreed to forward it to the European Committee on Legal Co-operation (CDCJ) and to the European Committee on Crime Problems (CDPC) in order for them to bear the recommendation in mind in their future work;

48. invited their Rapporteur Group on legal cooperation (GR-J) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 198 (2006) on promoting an entrepreneurial spirit among young people in Europe’s regions

49. took note of Recommendation 198 (2006);

50. agreed to bring it to the attention of their governments;

51. agreed to bring it to the attention of the European Union;

52. agreed to forward it to the Steering Committee for Local and Regional Democracy (CDLR), to the Steering Committee for Youth (CDEJ), the Steering Committee for Equality between Women and Men (CDEG), the Committee of Experts on Integration and Diversity (MG-ID) and to the Council of Europe Development Bank for information;

53. invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 199 (2006) on inter-regional co-operation in the Black Sea Basin

54. took note of Recommendation 199 (2006);

55. agreed to bring it to the attention of their governments and in particular of the governments of the states concerned by interregional cooperation in the Black Sea Basin;

56. agreed to forward it to the Steering Committee for Local and Regional Democracy (CDLR) for information;

57. invited their Thematic Co-ordinator on Local and Regional Co-operation (TC-LARC) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Resolutions 209 to 221 (2006)

58. took note of Resolutions 209 to 221 (2006);

59. adopted the following reply to the texts adopted by the Congress of Local and Regional Authorities of the Council of Europe at its 13th Plenary Session (30 May-1 June 2006):

    “The Committee of Ministers has taken note of Recommendations 185 to 199 (2006) and Resolutions 209 to 221 (2006) adopted by the Congress of Local and Regional Authorities of the Council of Europe at its 13th Plenary Session (30 May-1 June 2006) and has brought Recommendations 185 to 199 (2006) to the attention of governments of the member states.

    The Committee of Ministers has forwarded the recommendations to the competent intergovernmental committees for information, and as regards Recommendation 191 to the European and Mediterranean Major Hazards Agreement (EUR-OPA) in order to take it into account in its work.

    Finally, the Committee of Ministers has entrusted the Recommendations to its competent Rapporteur Groups/Thematic Co-ordinators, either to prepare draft replies or to bear them in mind in their future work."
