8.1 Partial Agreement on the Youth Card

Appointment of eight governmental members of the Board of Co-ordination

Action

The Deputies, in their composition restricted to the member States Parties to the Partial Agreement on
the Youth Card,2 are invited to appoint among themselves eight member states to sit on the Board of

Co-ordination of the Partial Agreement in 2006-2007.

The Partial Agreement on the Youth Card was instituted by Resolution (91)20. This resolution was replaced by Resolution ResAP(2003)1. It is aimed at developing the Youth Card scheme with a view to facilitating young people's mobility, particularly at European level, as well as their access to the various goods and services necessary for their personal and cultural development.

Paragraph 2 of Appendix I to Resolution ResAP(2003)1 states that the organs of the Partial Agreement are:

- the Committee of Ministers with its membership restricted to member States of the Council of Europe who are members of the Partial Agreement;

- the Board of Co-ordination.

The Board of Co-ordination is responsible, in particular, for monitoring the implementation of the Youth Card scheme in all the States concerned, awareness-raising, drawing up the draft budget and the programme of the Partial Agreement and managing and implementing them as adopted by the Committee of Ministers.

It should also be recalled that the same paragraph of Appendix I to Resolution ResAP(2003)1 states that, when appointing members of the Board of Co-ordination, the Committee of Ministers should make a point of ensuring equitable geographical distribution of representatives.

Following a call for candidatures, positive replies have been received from the following countries: Austria, Croatia, Cyprus, Italy, Luxembourg, Netherlands, Serbia and Montenegro and Spain.

Decision

The Deputies, in their composition restricted to member States Parties to the Partial Agreement on the Youth Card,3 appointed the following eight member states to sit on the Board of Co-ordination of the Partial Agreement in 2006-2007:

- Austria;

- Croatia;

- Cyprus;

- Italy;

- Luxembourg;
- Netherlands;
- Serbia and Montenegro;
- Spain.
