Action

To adopt the terms of reference of the Steering Committee for Education (CDED).

To take note of the abridged report of the fourth plenary session of the CDEJ, held in Strasbourg on 17 to 19 October 2005.

The Steering Committee for Education (CDED) met on 17-19 October 2005. It took note of the priorities set by the Third Summit of Heads of State and Government of the Council of Europe and undertook to implement them as part of its new projects and programmes for 2006-2009. Thus, the CDED decided to launch a new project, to run until 2009, on policies and practices for teaching socio-cultural diversity, for which an ad hoc advisory group would be set up. The Committee noted the timetable of activities in the current history-teaching project and, further to the recommendations of the Action Plan, approved start-up of a new project, “The image of the Other in history teaching”. In addition, it decided to choose the theme of the next 22nd session of the Standing Conference of European Ministers of Education (Istanbul, Turkey, April 2007) among the priorities of the Third Summit’s Plan of Action, and in particular focus the ministers’ discussions on social cohesion, intercultural education and human rights. It discussed and approved the terms of reference of the ad hoc consultative group which was to prepare the next session.

Concerning the work programme 2005 and medium term programme for 2006-2009, the Committee responded to the education ministers’ declaration at the 3rd seminar on teaching remembrance through the cultural heritage (May 2005, Cracow and Auschwitz-Birkenau) by deciding to make the Day of Holocaust Remembrance and Prevention of Crimes against Humanity a permanent programme activity. The CDED noted the Czech education Minister’s invitation to his opposite numbers to hold a seminar on teaching remembrance through the cultural heritage at Prague and Terezin on 24 and 25 April 2006.

The Committee approved the consolidated report on the second phase (2001-2004) of the Project on Education for Democratic Citizenship (EDC), its analysis of the results and its recommendations for the next few years. The CDED approved the draft medium-term programme “Education for Democratic Citizenship and Human Rights”, stressed the importance of closely linking up the results of the “Year” and the third phase of the EDC/EHR project and suggested that the latter took account of education for sustainable development in its activities so as to build up a link with the United Nations Decade for Education for Sustainable Development. The CDED considered the proposal by Civitas International to hold a Transatlantic Conference on Education for Democratic Citizenship jointly with the Council of Europe. It asked the CAHCIT to examine this proposal in more detail while ensuring that the work of the Council of Europe in the context of the “Year” be fully presented and broadly disseminated there.

The Committee revised and approved the CDED’s terms of reference for the period of 2006-2007, as set out in Appendix 2 to this document and decided to submit them to the Committee of Ministers for adoption.

The Committee decided to hold the 9th Bureau meeting on 20 and 21 March 2006, the 10th Bureau meeting on 6 and 7 June 2006 and its 5th plenary meeting from 18 to 20 October 2006.
