      Action

      The Deputies are invited to consider, with a view to its adoption, the draft recommendation referred to above in b., to take note of the opinion of the CDMM on Recommendation 1543 (2001) and to take note of the abridged report of the 57th meeting of the CDMM, as a whole.

    Document CM(2002)107 lists the items discussed and decisions taken at the 57th meeting of the Steering Committee (14-17 May 2002). The items to which the CDMM decided to draw the Committee of Ministers’ attention are indicated in bold. The draft decisions set out below concern only those items which the Secretariat believes require a decision by the Deputies.

    In the light of the progress made on the Action Plan set for it at the 6th European Ministerial Conference on mass media policy (Cracow, 15-16 June 2000) and the topical questions that had since arisen in its field of competence, the CDMM devoted a substantial part of its proceedings to its work programme for 2003. In this context, the CDMM adopted draft terms of reference for its subordinate bodies, which, subject to decisions on the Programme of Activities and Budget for 2003, would come into force as from 2003, and decided to forward them to the Committee of Ministers for approval.

    The CDMM further decided to set up a new Advisory Panel on Media and Terrorism to assist it in its work on freedom of expression and information in the context of the fight against terrorism, with due regard for the activities currently being pursued in this area by other committees.

    The CDMM also reviewed its current terms of reference, due to expire at the end of 2002, and prepared new draft terms of reference, which it decided to forward to the Committee of Ministers for adoption.

    At the same time, the CDMM reviewed the work of its current subordinate bodies and, in this context, approved a draft Recommendation on measures to enhance the protection of the neighbouring rights of broadcasting organisations and the relevant draft Explanatory Memorandum.

    Pursuant to the ad hoc terms of reference assigned by the Ministers’ Deputies at their 773rd meeting (21 November 2001), the CDMM prepared an opinion on Parliamentary Assembly Recommendation 1543 (2001) on racism and xenophobia in cyberspace.

    Finally, the CDMM examined the opinion which the Bureau of the CDPC had prepared on the CDMM’s draft Declaration, and submitted to the Ministers’ Deputies for adoption at their 762nd meeting (5 September 2001), on freedom of political expression in the media. In the light of this examination, the CDMM agreed to take a final decision on the content of the draft Declaration at its next meeting (26-29 November 2002).

    The Deputies

    1. adopted the terms of reference of the CDMM, as set out in Appendix .. to this volume of Decisions (see Appendix II to CM(2002)107);

    2. took note of the terms of reference of the subordinate bodies of the CDMM as set out in Appendices III to IX to CM(2002)107, which, subject to their decisions on the Programme of Activities for 2003 as a whole, would come into force on l January 2003,;

    3. took note of the opinion of the CDMM on Parliamentary Assembly Recommendation 1543 (2001) on racism and xenophobia in cyberspace, as set out in Appendix XII to document CM(2002)107;

    4. in the light of the above decisions, took note of the abridged report of the 57th meeting of the Steering Committee on the Mass Media (CDMM) as a whole (CM(2002)107).

    Decision

    The Deputies adopted the Recommendation on measures to enhance the protection of the neighbouring rights of broadcasting organisations, as set out in Appendix … to this volume of Decisions [cf. Appendix X to document CM(2002)107], and took note of the publication of its Explanatory Memorandum, as set out in Appendix XI to document CM(2002)107.
