    1.5 Election of the Deputy Secretary General

      Action

      The Deputies are invited to adopt the appended draft Resolution submitting the list of candidates to the Parliamentary Assembly, the agenda of whose Standing Committee, meeting in Lucerne on 29 May 2002, includes a hearing of the candidates.


    The Deputies, in accordance with the timetable approved at their 773rd meeting (21 November 2001, item 1.5), have respected the procedure laid down in Rules of Procedure of 1962. These included holding an exchange of views with the candidates (788th meeting, 13 March 2002, item 1.5), at which meeting they also:

    - agreed to consult the Parliamentary Assembly through the Joint Committee in April 2002 and

    - agreed to resume consideration of this item at one of their meetings in May 2002, with a view to adopting a Resolution containing the names of the candidates to be forwarded to the Assembly in accordance with Article 5 of the Procedure for appointments to the post of Deputy Secretary General.

    The consultation through the Joint Committee having taken place on 25 April 2002 (in accordance with Article 4 of the Procedure), it remains for the Deputies to adopt the Resolution referred to above. Article 5 of the Procedure provides that the Committee of Ministers shall be free to list the names in order of preference should it so desires.

    The new Deputy Secretary General, to be elected by the Parliamentary Assembly at its forthcoming June part-session, will take office on 1 September 2002.

    Decision

    The Deputies adopted Resolution Res(2002)… on the appointment of the Deputy Secretary General, as it appears in Appendix … to the present volume of Decisions.

    on the appointment of the Deputy Secretary General

    The Committee of Ministers, under the terms of Article 36.b of the Statute of the Council of Europe,
    Having regard to the Rules of Procedure for appointment to the posts of Secretary General, Deputy Secretary General and Secretary General of the Assembly having the rank of Deputy Secretary General;
    Having examined the three candidatures submitted by the governments of Belgium, Latvia and Liechtenstein, and Italy and the Netherlands;
    Having interviewed each of the three candidates personally;
    Having consulted the representatives of the Parliamentary Assembly in the Joint Committee,
    Decides to submit to the Assembly, for appointment to the post of Deputy Secretary General, with effect from 1 September 2002, the following candidatures, presented in alphabetical order, with the names of the governments which nominated them in brackets:
    - Ms Maud de Boer-Buquicchio (the Netherlands and Italy),
    - Mr Len Davies (Latvia and Liechtenstein),
    - Mr Guy De Vel (Belgium).

Note 1 Rectifying the order of governments making nominations in the draft resolution.
