    10.2 European Committee on Crime Problems (CDPC) -

    Abridged Bureau reports (Moscow, 3 October 2001 and Strasbourg, 12-13 February 2002)

      Action

      The Deputies are invited to examine the abridged reports of the meetings of the Bureau of the European Committee on Crime Problems (CDPC), held in Moscow and Strasbourg, with a view to taking note of them and adopting the relevant decisions.


    1. The Bureau of the CDPC met in Moscow on 3 October 2001, and in Strasbourg on
    12-13 February 2002. The abridged reports of these two meetings are contained in documents CM(2002)46 and 47 respectively.

    2. At the meeting on 3 October 2001, the Bureau of the CDPC, acting on the decisions taken at the CDPC’s 50th plenary session in June 2001:

    a. adopted specific terms of reference for the new Council for Police Matters (PC-PM), which it submitted to the Committee of Ministers for approval (see Appendix I to CM(2002)46). The Ministers’ Deputies are invited to examine these specific terms of reference, with a view to approving them;

    b. held a preliminary exchange of views on the possibility of setting up a committee of experts on the efficiency of criminal justice;

    c. held a first exchange of views on prospects for the establishment of machinery to promote the exchange of information, knowledge and expertise on combating sexual exploitation of children.

    3. In accordance with the Deputies’ decision (CM/Del/Dec(2001)762/5.1b), it also made a first examination of the draft Declaration on the freedom of political debate in the media, prepared by the Steering Committee on the Mass Media (CDMM).

    4. Finally, it approved the appointment of Mr Norman Bishop as an additional consultant on the Committee of Experts on the Management of life-sentenced and other long-term prisoners (PC-LT) and decided to amend its terms of reference accordingly. The Ministers’ Deputies are invited to approve the amended terms of reference.

    5. At its meeting on 12-13 February 2002, in Strasbourg, the Bureau of the CDPC:

    a. adopted an opinion on the draft Declaration on the freedom of political debate in the media, as contained in Appendix I to CM(2002)47, for the attention of the Committee of Ministers. The Ministers’ Deputies are invited to take note of this opinion and send it to the Steering Committee on the Mass Media (CDMM), so that it can take account of it in finalising the draft Declaration;

    b. decided to set up a group of seven specialists to devise an appropriate implementation strategy for Recommendation Rec(2001)16. It adopted specific terms of reference for the Group of Specialists on the protection of children against sexual exploitation (PC-S-ES), as contained in Appendix II to CM(2002)47, and submitted them to the Committee of Ministers for approval. The Ministers’ Deputies are invited to examine these specific terms of reference, with a view to approving them;

    c. adopted ad hoc terms of reference for the Council for Penological Co-operation (PC-CP) for revision of the European Prison Rules, as contained in Appendix III to CM(2002)47, and submitted them to the Committee of Ministers for approval. The Ministers’ Deputies are invited to examine these ad hoc terms of reference, with a view to approving them;

    d. revised the terms of reference of the Select Committee of Experts on the evaluation of anti-money laundering measures (PC-R-EV), with a view to bringing them into line with the amended terms of reference of the Financial Action Task Force on Money Laundering (FATF). The revised terms of reference are contained in Appendix IV to CM(2002)47, and have been submitted to the Committee of Ministers for approval. The Ministers’ Deputies are accordingly invited to examine them, with a view to approving them.

    6. The other issues discussed by the Bureau of the CDPC at its meetings on 3 October 2001, in Moscow, and 12-13 February 2002, in Strasbourg, are detailed respectively in documents CM(2002)46 and CM(2002)47, which the Deputies are invited to take note of as a whole.

    The Deputies

    1. approved specific terms of reference of the following committees:

    - Council for Police Matters (PC-PM) (Appendix I to CM(2002)46);
    - Group of Specialists on the protection of children against sexual exploitation
    (PC-S-ES) (Appendix II to CM(2002)47);

    as well as ad hoc terms of reference for

    - the Council for Penological Co-operation (PC-CP) (Appendix III to CM(2002)47);

    2. approved revised terms of reference of the following committees:

    - Committee of Experts on the management of life-sentenced and other long-term prisoners (PC-LT), with appointment of a third consultant;
    - Select Committee of Experts on the evaluation of anti-money laundering measures (PC-R-EV) (Appendix IV to CM(2002)47);

    3. took note of the opinion of the Bureau of the CDPC on the draft Declaration on the freedom of political debate in the media, as contained in Appendix I to CM(2002)47, and sent it to the Steering Committee on the Mass Media (CDMM), for this committee to take account of it in finalising the draft text;

    4. took note of the abridged reports of the meetings of the Bureau of the CDPC on 2 October 2001, in Moscow, and 12-13 February 2002, in Strasbourg (CM(2002)46 and CM(2002)47) as a whole.
