Action
The Deputies are invited, having heard the report of the Ambassador Pietro Ercole Ago, Chairman of their Rapporteur Group GR-EDS, on the meeting held on 13 July 2001, to adopt the appended draft decisions.

a. Activities for the development and consolidation of democratic stability

 

At its meeting on 13 July 2001, the GR-EDS (see synopsis of the meeting, document GR-EDS(2001)CB13) dealt in particular with:

 

-           Federal Republic of Yugoslavia (including Kosovo),

-           Stability Pact for South Eastern Europe,

-           Croatia,

-           “the former Yugoslav Republic of Macedonia”,

-           Belarus,

-           South Caucasus region.

 

 

Financing assured: YES

 

Comments: As concerns the participation in the international monitoring and observation of the Census of the population, Households and Dwellings in “the former Yugoslav Republic of Macedonia”, the Council of Europe's contribution to this joint effort (approximately €200.000) will be financed from the Provision for EC/CoE Joint Programmes within the 2001 Ordinary Budget.  As concerns the Financial aspects of field operations, see item 11.3.

 

 

 

b. Draft Declaration by the Committee of Ministers on the protection and rebuilding of places of worship in Kosovo and the Balkans

a. Activities for the development and consolidation of democratic stability

Decisions

 

The Deputies

 

1.         took note of the report of the Chairman of their Rapporteur Group GR-EDS and of the synopsis of the meeting held on 13 July 2001 (GR-EDS(2001)CB13);

 

[2.        Committee of Ministers position on the Venice Commission and the constitutional referendum in Montenegro]

 

3.         authorised the Secretariat to participate, in co-operation with the European Commission, in the international monitoring and observation of the Census of the population, Households and Dwellings in “the former Yugoslav Republic of Macedonia” (1-15 October 2001), at the request of the authorities of this country, and to take all necessary measures to this end;

 

4.         took note that the Council of Europe's contribution to this joint effort (approximately 200.000 € out of a total budget of 1 million €) will be financed from the 2001 Ordinary Budget (Provision for EC/CoE Joint Programmes).

Decisions

1.         adopted the Declaration of the Committee of Ministers on the protection and rebuilding of places of worship in Kosovo and the wider Balkans as it appears in Appendix … to the present volume of Decisions; <see Appendix to GR-EDS(2001)CB13>

 

2.         instructed their Rapporteur Group GR-C to examine the follow-up to be given to the Declaration, also taking into account the Resolutions adopted at the conference of the Ministers of Cultural Heritage in Portoroz;

 

[3.        asked the Chairman of the GR-C to take account of the Declaration in his contacts with UNESCO and to report back accordingly, also taking into account their decision on 25 June to ask the GR-EU and the GR-C to examine cooperation between the Council of Europe and the European Union in the fields of education, culture, youth and sport].
