Action
The Deputies are invited to set the terms of reference of the
ad hoc Working Group to examine the revision of the method of calculating the scales of member states' contributions to Council of Europe budgets as laid down in Resolution (94) 31 set up at their 758th meeting (21 and 25 June 2001, item 11.2).

At their 758th meeting (21 and 25 June 2001, item 11.2), the Deputies decided to set up an ad hoc Working Group to examine the revision of the method of calculating the scales of member states' contributions to Council of Europe budgets as laid down in Resolution (94) 31 and asked it to report back in 6 months.  The Deputies decided to set the terms of reference and to fix the membership of this Group at their 759th meeting. 

 

The Chair submitted the following proposal to that meeting:

 

The Chairman proposes that the ad hoc Working Group should examine the revision of the method of calculating the scales of member states' contributions to Council of Europe budgets as laid down in Resolution (94) 31 (GT-BS), in the light of the systems in place in other relevant international organisations and with reference to the “non paper” by the delegations of Ukraine and the Russian Federation on the Revision of the method of calculating the scales of member states' contributions to Council of Europe budgets, as reproduced in document GR-AB(2001)25.  As set out in the summing-up of the discussion at the Deputies 754th meeting, the Chairman suggested that if it were decided to embark upon such a revision then, at the earliest, it could be the method applicable to the budgets for the financial year 2003.

 

The Chairman proposes to open the ad hoc Working Group to all interested delegations.  He suggests that the Group could, when it thought appropriate, authorise delegations to involve national experts in its work.  The Group could also, at an appropriate stage in its work, invite the Parliamentary Assembly to be represented at its meetings.

 

In accordance with the decision adopted at the 758th meeting of the Deputies, the ad hoc Working Party should report back to the Deputies before 21 December 2001.  The Chairman suggests that if necessary this could be an interim report.

 

At their 759th meeting, the Deputies agreed to resume consideration of this item at the present meeting.

 

At its meeting on 3 July 2001, the Bureau considered, inter alia, the appointment of a Chair and Vice-Chair of this ad hoc Working Group. The Bureau agreed to resume consideration of this question at its meeting on 16 July in the light of any expressions of interest submitted to it.

 

The Deputies are invited to give consideration to the above Chairman's proposal concerning the terms of reference and membership of the ad hoc Working Group to examine the revision of the method of calculating the scales of member states' contributions to Council of Europe budgets as laid down in Resolution (94) 31.

The Deputies

 

1.         recalled their decision at the 758th meeting (21 and 25 June 2001, item 11.2) to set up an ad hoc Working Group to examine the revision of the method of calculating the scales of member states' contributions to Council of Europe budget as laid down in Resolution (94)31 (GT-BS);

 

2.         invited the GT-BS, in consultation with the Rapporteur Group on Administrative and Budgetary Questions (GR-AB), to examine the revision of the method of calculating the scales of member states' contributions to Council of Europe budgets as laid down in Resolution (94)31, in the light of the systems in place in other relevant international organisations and with reference to the “non paper” by the delegations of Ukraine and the Russian Federation, as reproduced in document GR-AB(2001)25;

 

3.         invited the GT-BS to report back before 21 December 2001;

 

4.         decided that the GT-BS would be open to all interested delegations;

 

5.         decided that the GT-BS could, when it thought appropriate, authorise delegations to involve national experts in its work and that the Group could also, at an appropriate stage in its work, invite the Parliamentary Assembly to be represented at its meetings;

 

6.         endorsed the recommendation of the Bureau to entrust the Chair of the GT-BS to Ambassador ….
