Action
The Deputies are invited to elect a member of the Committee of experts for the European Charter for Regional or Minority Languages, in respect of Slovenia, for a six-year term.

The European Charter for Regional or Minority Languages (ETS No. 148) came into force on 1 March 1998.  Each Contracting Party is represented on the Committee of Experts set up pursuant to its Article 17, which reads thus:

 

“1. The committee of experts shall be composed of one member per Party, appointed by the Committee of Ministers from a list of individuals of the highest integrity and recognised competence in the matters dealt with in the Charter, who shall be nominated by the Party concerned.

 

2            . Members of the committee shall be appointed for a period of six years and shall be eligible for reappointment. A member who is unable to complete a term of office shall be replaced in accordance with the procedure laid down in paragraph 1, and the replacing member shall complete his predecessor's term of office.

 

3. The committee of experts shall adopt rules of procedure. Its secretarial services shall be provided by the Secretary General of the Council of Europe.”

 

Slovenia ratified the Charter on 4 October 2000, and the Charter came into force in its respect on 1 January 2001.  In reply to an invitation from the Secretary General, the Slovenian authorities forwarded the list of candidates whose curricula vitae are reproduced in CM(2001)61.

 

The Committee of Ministers elects the members of the Committee of Experts by secret ballot.  A ballot paper will issued with the candidates' names listed in the order of their presentation by the proposing country.

 

The Deputies are each invited to cast one vote.  The candidate receiving the highest number of votes is elected.
