Action
The Ministers’ Deputies, in their composition restricted to the Representatives of the member States of the Partial Agreement in the Social and Public Health Field (Austria, Belgium, Cyprus, Denmark, Finland, France, Germany, Ireland, Italy, Luxembourg, the Netherlands, Norway, Portugal, Slovenia, Spain, Sweden, Switzerland and the United Kingdom), are invited to consider the appended draft decisions, Part I, with a view to their adoption.

The Deputies are invited to consider the appended draft decision, Part II, with a view to its adoption.

The Public Health Committee (Partial Agreement) (CD-P-SP) held its 65th Session on 26 June 2000 in Strasbourg. The meeting report is set out in document CM(2000)127.

At its 65th Session, the CD-P-SP, in particular

1. approved draft Resolution AP (2000) …. on the prevention of asbestos-induced health risks for workers (replacing Resolution AP (81) 5) and submitted this draft Resolution for adoption to the Deputies, in their composition restricted to Representatives of the member States of the Partial Agreement in the Social and Public Health Field (see Appendix D to CM(2000)127);

2. adopted an opinion on Parliamentary Assembly Recommendations 1389 (1998) on consumer safety and food quality and 1417 (1999) on dioxin crisis and food safety (see Appendix C to CM(2000)127); this opinion is submitted to the Deputies, in their composition restricted to Representatives of the member States of this Partial Agreement, who might wish to take note thereof and to forward it to the Representatives of the other Council of Europe member States, with a view to drawing up a reply to the Parliamentary Assembly.

The other items examined by the CD-P-SP at its 65th Session are set out in document CM(2000)127; the Deputies, in their composition restricted to Representatives of the member States of this Partial Agreement, might wish to take note of this report as a whole.

Moreover, the Deputies, in their composition restricted to Representatives of the member States of this Partial Agreement , might wish to bring this report, once they have taken note thereof, to the attention of the Representatives of the other Council of Europe member States.

Report of the 65th Session (Strasbourg, 26 June 2000)

Decisions

I. The Deputies, in their composition restricted to Representatives of the member States of the

Partial Agreement in the Social and Public Health Field 1 :

1. welcomed Slovenia’s accession to this Partial Agreement on 1 August 2000;

2. adopted Resolution AP (2000) …. on the prevention of asbestos-induced health risks for workers (replacing Resolution AP (81) 5), as it appears in Appendix …. to the present volume of Decisions [see Appendix D of CM(2000)127];

3. took note of the opinion of the CD-P-SP on Parliamentary Assembly Recommendations 1389 (1998) on consumer safety and food quality and 1417 (1999) on dioxin crisis and food safety (see Appendix C to CM(2000)127) and in particular of the CD-P-SP’s support to the recommendation of the Parliamentary Assembly to promote applications for accession to the Partial Agreement in the Social and Public Health Field so that all member States of the Council of Europe can participate in its activities regarding food safety;

4. forwarded the CD-P-SP’s opinion to the Representatives of the other Council of Europe member States;

5. in the light of decisions 2 to 4 above, took note of the report of the 65th Session of the CD-P-SP (CM(2000)127), as a whole;

6. brought the above-mentioned report to the attention of the Representatives of the other Council of Europe member States.

II. The Deputies took note of the opinion of the CD-P-SP on Parliamentary Assembly Recommendations 1389 (1998) and 1417 (1999) and agreed to resume consideration of these Recommendations in due course with a view to adopting replies thereto.
