Action
The Deputies, following the decisions taken at their 718th (19 July 2000, item 4.3), 720th (13 September 2000, item 4.5) and 722nd (21 September 2000, item 4.4b) meetings, are invited to
consider the possible preparation of a draft declaration for adoption by the Committee of Ministers as such on the occasion of the 50th Anniversary of the opening for signature of the European Convention on Human Rights.

The Secretariat recalls that initial information was submitted to the Deputies concerning this item in document CM/Notes/722/4.4.  It wishes to add the following information:

 

The Ministers' Deputies examined this question at their 722nd meeting (21 September 2000).  Several delegations expressed the view on that occasion that the adoption of such a message appeared unnecessary, particularly since the proposed text covered many of the central preoccupations of the declaration and the 2 Resolutions which had been prepared for adoption at the Conference.  The Deputies agreed to look up this question again at the present meeting, in the presence of the Chairman.
