Action
The Deputies are invited to hold an exchange of views, in particular in the light of the debate of the Parliamentary Assembly held on 28 September 2000, and of a report by the Secretary General on his negotiations with the Russian authorities and the exchange of letters between himself and the Minister for Foreign Affairs of the Russian Federation (and official communication to the Secretary General by the Permanent Representative of the Russian Federation) concerning the prolongation of the mandate for the participation of Council of Europe experts in the Office of the Russian President's Special representative for Human Rights in Chechnya.

It is recalled that, following the discussion of the Deputies at their 719th meeting (item 4.6) on 6 September 2000, at which the Secretary General introduced his interim report on the presence of Council of Europe's Experts in the Office of the Russian President's Special Representative for Human Rights in Chechnya (SG/Inf(2000)27revised), "the Chairman noted, notwithstanding certain technical and administrative problems, that general appreciation had been expressed for the work of the Council of Europe's  experts, in accordance with the mandate resulting from the agreement with the Russian authorities, due to expire on 4 October.  The Deputies encouraged the Secretary General, in his discussions with the Russian authorities on the prolongation of the mandate, to address, in particular, how feedback from, and follow-up by, the competent authorities might be improved".  The exchange of letters between the Secretary General and the Minister for Foreign Affairs of the Russian Federation and official communication to the Secretary General by the Permanent Representative of the Russian Federation are contained in document CM(2000)141, dated 3 October 2000.

 

On 28 September 2000, Mr. Umberto Ranieri, Secretary of State of Italy reported, inter alia, in his communication to the Parliamentary Assembly, on his participation in the hearing organised by the Russian State Duma in Moscow on 21 September 2000.  The Parliamentary Assembly on the same day referred to the hearing in the debate leading to the adoption of Resolution 1227 (2000) and Recommendation 1478 (2000) on "the conflict in the Chechen Republic: recent developments (follow-up to Recommendations 1444 (2000) and 1456 (2000) of the Parliamentary Assembly)".
