Action
The Deputies, having heard the report of their Chairman on the meeting of the open-ended working Party held on 2 and 3 October 2000, are invited to approve the appended draft decision on new themes together with a time-table for their successive implementation.

Monitoring of Commitments of member States: selection of new themes

Decision

 

The Deputies approved the following new themes for successive monitoring, in accordance with the appended time-table:

 

1.         Effectiveness of judicial remedies

 

i. Length of proceedings, including control of deprivation of liberty and trial within reasonable time

ii. Execution of judicial decisions;

 

2.         Non-discrimination on ethnic grounds, and fight against intolerance, racism and extremist movements

 

i. Legislation and governmental programmes,

ii. Measures to combat discrimination and incitement to hatred and extremist acts.

EFFECTIVENESS OF JUDICIAL REMEDIES

 

Outline of basic issues

 

 

i.          Length of proceedings, including control of deprivation of liberty and trial within reasonable time

5 October 2000                       Acceptance of outline of basic issues by Ministers' Deputies

 

end October 2000                   Secretary General invites States to supply the Monitoring Department, DPS, with pertinent information (maximum of 70.000 words)

 

Middle of January 2001           Deadline for States to submit information

 

Middle/end of March 2001      Circulation of provisional texts of overview to States in question (= national contributions + comments by Secretariat) for supplementary written observations

 

13 April 2001                          Deadline for States who so wish to submit supplementary written observations

 

End April 2001                        Transmission by the Monitoring Department, DPS, of national contributions to the Committee of Ministers and the Parliamentary Assembly

 

June 2001                                Issue of overview consisting of two separate parts, ie., a compilation of all national contributions and a second (confidential) document consisting of a compilation of comments by the Secretariat together with any supplementary written observations received from States in response to these comments
