Action
The Deputies are invited to resume their discussion on the applications for membership by Armenia and Azerbaijan, in the light of the report which will be presented by the Chairman of GR-EDS.

At their 719th meeting (6 September 2000), the Deputies instructed the GR-EDS to examine the applications for membership by Armenia and Azerbaijan and to report back at their 724th meeting.  Following this decision, the GR-EDS has examined this question in depth at its meetings on 15 and 29 September 2000. The synopses of these meetings are reproduced in documents GR-EDS(2000)57 and 60.

Applications for membership by Armenia and Azerbaijan to the Council of Europe
Parliamentary Assembly Opinions No. 221 and 222

Decision

 

1.         approved the procedure proposed by the Chairman of the Committee of Ministers in order to specify the obligations and expectations in relation to the accession of Armenia and Azerbaijan to the Council of Europe, and in that context, took note of the letters which the Chairman of the Committee of Ministers will send regarding this to the Ministers of Foreign Affairs of these two countries ; <see document GR-EDS(2000)59 revised>

 

2.         agreed to resume consideration of this question when the Chairman of the Committee of Ministers has received replies from the two governments to the above-mentioned letters.
