Action
The Deputies are invited to take note of the report by the Chairman of their Rapporteur Group GR-EDS concerning the meeting held on 29 September 2000 and to adopt the appended draft decisions.

a. Activities for the development and consolidation of democratic stability

 

At its meeting on 29 September 2000, the GR-EDS considered notably the following items:

 

-           Applications of Armenia and Azerbaijan for membership of the Council of Europe;

-           Possibilities of granting a special co-operation status for Central Asian States ;

-           Georgia  - Follow-up to the visit by the Council of Europe Commissioner for Human Rights (1-10 June 2000);

-           Federal Republic of Yugoslavia - elections of 24 September 2000;

-           Federal Republic of Yugoslavia – Kosovo: information on the Council of Europe Election Observation Mission in Kosovo;

-           Latvia - implementation of the State Language Law;

-           Information on the programming of assistance activities in 2001.

 

The synopsis of the meeting has been circulated under the reference GR-EDS(2000)60.  The question of applications for membership by Armenia and Azerbaijan will be treated under item 2.3 of the agenda of the current meeting.

a. Activities for the development and consolidation of democratic stability

Decisions

 

The Deputies

 

1.         took note of the report by the Chairman of their Rapporteur Group GR-EDS, in the light of the synopsis of the meeting held on 29 September 2000 (GR-EDS(2000)60);

 

2.         authorised the prolongation of the mandate of the Local Election Observation Mission in Kosovo until 15 November 2000, it being understood that the inherent costs of this prolongation will be covered by the budget initially allocated for the Mission;

 

3.         encouraged the Commissioner for Human Rights to pursue contacts with a view to organising, together with the Untied Nations and the OSCE, in cooperation with the Venice Commission, a seminar in Suchumi to consider:

 

(i)         the development of the territorial status of Abkhazia and

(ii)        the form and substance of guarantees for the safe return of displaced persons in the Gali region.
