The GR-PBA finalised its examination of the draft budget of the European Pharmacopoeia at its meeting on 18 November 2010. The group agreed to recommend the adoption of the draft decisions, as set out below, at the Deputies’ 1099th (Budget) meeting (23-25 November 2010), with the exception of one delegation which indicated that it could not join the consensus on the draft decision A1.

Budget of the European Pharmacopoeia and adjustment of the scale of contributions
of member states to the budgets of the Council of Europe

Decisions

A. The Deputies, in their composition restricted to the representatives of the States Parties in 2009 to the Convention on the Elaboration of a European Pharmacopoeia,2 having regard to Resolution CM/Res(2010)143 in which they agreed to reimburse to the States parties an amount of €2 834 500 corresponding to the total contributions 2010, taking into consideration the recommendation of the Budget Committee and the various positions expressed by States parties,

1. decided to apportion the amount of € 1 300 000 from the credit balance of the previous year’s budget, among the States Parties as indicated at Appendix … to the present volume of Decisions;

2. agreed that each State Party would officially inform the Secretary General of its choice regarding the allocation of the amount due to it.

B. The Deputies, in their composition restricted to the representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia,4

1. approved the scale of contributions for 2011 and consequently adopted Resolution CM/Res(2010)…, as it appears at Appendix … to the present volume of Decisions; <Appendix 1 to these Notes>

2. approved, with effect from 1 January 2011, the creation of 5 posts (2 A2/3, 2B4, 1 B2) and 5 positions (1 A2/3, 4 C2) to be filled by staff on fixed term contracts of a maximum of five years;

2bis noted that all the supplementary staff related expenditure would be covered by the budget of the EDQM;

2ter agreed to review the situation not later than in 2014 in the light of the implementation of the External Auditor’s recommendation to introduce a cost accounting system and the elaboration of a new medium term strategy;

3. took note of the EDQM medium-term investment plan 2012-2015, as it appears in document CM(2010)130; <pages 201-206>

4. approved the 2011 Investment Programme, as it appears in document CM(2010)130, for a total of €2 500 000; <page 206>

5. approved the 2011 budget of the European Pharmacopoeia and consequently adopted Resolution CM/Res(2010)…, as it appears at Appendix … to the present volume of Decisions. <Appendix 2 to these Notes>

on the adjustment of the scale of contributions to the budget of the European Pharmacopoeia
with effect from 1 January 2011

The Committee of Ministers, under the terms of Article 38 of the Statute of the Council of Europe and with membership restricted to the representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopoeia,5

Having regard to Resolution (94) 31;

Having regard to the Secretariat's proposals set out in document CM(2010)86;

Having regard to Article 10, paragraph 3 of the Convention on the Elaboration of a European Pharmacopoeia, as amended by the Protocol thereto of 16 November 1989,

Resolves as follows:

The scale of contributions by member states to the budget of the European Pharmacopoeia as appended to this resolution is adopted with effect from 1 January 2011.

on the European Pharmacopeia
2011 Budget

(Adopted by the Committee of Ministers on … 2010,
at the 1099thmeeting of the Ministers’ Deputies)

The Committee of Ministers, under the terms of Article 16 of the Statute of the Council of Europe and in its composition restricted to the representatives of the States Parties to the Convention on the Elaboration of a European Pharmacopeia,6

Having regard to Articles 4, 19, 21, 22 and 28 of the Financial Regulations;

Having regard to Resolution CM/Res(2010)… of … 2010 fixing the scale of contributions of member states to the budget of the European Pharmacopeia with effect from 1 January 2011;

Having regard to Article 5, paragraph 1 of Resolution (91) 18 of 17 June 1991, setting up within the framework of the budget of the European Pharmacopeia a Subsidiary Budget for the Biological Substances Standardisation Programme;

Having regard to the accession of the European Commission to the Convention on the Elaboration of a European Pharmacopeia on 21 June 1994;

Having regard to paragraph 5 of Resolution (97) 48 on the European Pharmacopeia – 1998 Budget of 11 December 1997, setting up within the framework of the budget of the European Pharmacopeia a Subsidiary Budget – Development, Research and Multimedia;

Having regard to the draft Budget for 2011 submitted by the Secretary General (document CM(2010)130);

Having regard to the Budget Committee's report (document CM(2010)123),

Resolves as follows:

1. The European Pharmacopeia budget of expenditure and receipts for 2011 totalling €39 092 800 according to Table A appended hereto are hereby approved.

2. The total of the budget of receipts shall be a function of collected receipts and the budgets of expenditure and receipts adjusted accordingly in the course of the financial year.

3. Approval is hereby given to the apportionment, among the States Parties to the Convention, of the contributions for 2011, totalling €2 834 500 according to Table B appended hereto.

4. In the event of there being a credit balance on the Budget of European Pharmacopoeia at the end of 2010, the budgets of receipts and of expenditure of the budget for 2011 shall each be adjusted by an amount equal to the 2010 credit balance by means of its transfer to the budget for 2011.

5. Approval is hereby given to the investment programme, for 2011 according to Table C appended hereto.
