1.5 Transfer of chairmanship between “the former Yugoslav Republic of Macedonia” and Turkey (Strasbourg, 10 November 2010)
Preparation

Action

To take note of the state of preparation of the 1097bis meeting for the transfer of chairmanship of the Committee of Ministers.

The transfer of Chairmanship will take place during the 1097bis meeting to be held on 10 November 2010 between 4 pm and 5.30 pm. The preliminary draft agenda and the preliminary draft annotated agenda of that meeting appear respectively in appendices 1 and 2 to the present Notes.

Depending on the progress of work of the working group GT-Suivi.Interlaken at its next meeting on 26 October 2010, an additional item could be added to the draft agenda regarding the adoption a Resolution on the establishment of a Panel of Experts on Judicial Nominations to the European Court of Human Rights.

According to standard practice, the Chairmanship intends to invite the President of the Parliamentary Assembly, the President of the Congress of Local and Regional Authorities of the Council of Europe, the President of the Conference of INGOs of the Council of Europe and the Council of Europe Commissioner for Human Rights to attend the 1097bis meeting.

Transfer of Chairmanship – Draft annotated agenda

Opening of the 1097bis meeting of the Ministers’ Deputies

The meeting will begin at 4 p.m. in the Committee of Ministers’ room. It will be co-chaired by the outgoing Chairman of the Committee of Ministers, Mr Antonio MILOSHOSKI and by the incoming Chairman, Mr Ahmet DAVUTOĞLU.

The discussions will follow the points identified in the draft agenda.

1.2 Stocktaking of the outgoing Chairmanship [and follow-up to the Interlaken Conference]

    a. Stocktaking of the outgoing Chairmanship

Under this item, the Minister for Foreign Affairs, Mr Antonio MILOSHOSKI, will give an overview of the achievements of his country’s Chairmanship during the past six months. A written report will also be available (document CM/Inf(2010)40)2. This presentation will be followed by an exchange of views.

    [b. Draft Resolution CM/Res(2010)… on the establishment of a Panel of Experts on Judicial Nominations to the European Court of Human Rights

The decision(s) on this item has(ve) been prepared by the working group GT-Suivi.Interlaken and will be adopted without further discussion (“in the box”).]

Transfer of the chairmanship

After this item, the outgoing Chairman will officially hand over to the incoming Chairman. The Minister for Foreign Affairs of Turkey will take the chair.

1.3 Presentation of the priorities of the incoming Chairmanship

Under this item, the Minister for Foreign Affairs, Mr Ahmet DAVUTOĞLU, will present the priorities of his country’s Chairmanship for the coming six months on the basis of the programme distributed before the meeting (document CM/Inf(2010)413). This presentation will be followed by an exchange of views.
