Action

The Deputies are invited to take note of the 10th report by the Secretary General on Equality between Women and Men in the Council of Europe (document CM/Inf(2009)41) and adopt the relevant decisions.

The 10th Report by the Secretary General on Equality between Women and Men in the Council of Europe - 2008, progress and achievements, is contained in document in CM/Inf(2009)41. The report was prepared following the request made by the Ministers’ Deputies at their 1040th meeting (CM/Del/Dec(2008)1040/4.5), for the Secretary General to resume the practice of preparing an annual report on the implementation of the gender equality policy in the Council of Europe, including within Council of Europe bodies, entities and committees. It describes developments regarding gender equality, both in the Council’s activities (Part I) and in its Secretariat (Part II).

Decisions

The Deputies

1. took note of the 10th Report by the Secretary General on Equality between Women and Men in the Council of Europe – 2008, progress and achievements, as contained in document CM/Inf(2009)41, and welcomed the progress made since 2001;

2. decided to forward the report to the Parliamentary Assembly, to the Congress of Local and Regional Authorities of the Council of Europe, to the Human Rights Commissioner and to the Steering Committee for Equality between Women and Men (CDEG) as well as to all committees and bodies set up by the Committee of Ministers, or with its authorisation, by virtue of Article 17 of the Council of Europe Statute, for information;

3. invited member states to continue their efforts to ensure a balanced participation of men and women in the different committees and bodies of the Council of Europe in line with their Recommendation No. R (81) 6 on the participation of women and men in an equitable proportion in committees and other bodies set up in the Council of Europe, their Recommendation Rec(2003)3 on balanced participation of women and men in political and public decision making and the Declaration: Making gender equality a reality adopted at the 119th Ministerial Session (12 May 2009);

4. invited the Secretary General to continue to further develop internal policies to promote equality among women and men in the Secretariat.
