Opening of the 1070bis meeting of the Ministers’ Deputies

The meeting will begin at 4 p.m. in the Committee of Ministers’ room. It will first be chaired by the Minister for Foreign Affairs of Slovenia, Mr Samuel ŽBOGAR, and then by the Minister for Foreign Affairs of Switzerland,
Ms Micheline CALMY-REY.

1. General questions

1.1 Adoption of the agenda

The discussions will follow the points identified in the draft agenda, as approved at the Deputies’ 1067th meeting on 7 October 2009.

1.2 Stocktaking of the Slovenian Chairmanship and follow-up to the 119th Session of the Committee of Ministers (Madrid, 12 May 2009)

Under this item, the Minister for Foreign Affaires of Slovenia, Mr Samuel ŽBOGAR, will give an overview of the achievements of the Slovenian Chairmanship during the past six months, particularly regarding the follow-up to the Committee of Ministers’ 119th Session. A written report will also be available (document CM/Inf(2009)48).2 This presentation will be followed by an exchange of views.

a. The Council of Europe and the conflict in Georgia

At its 119th Session in Madrid, the Committee of Ministers agreed “that a review of action taken by the Council of Europe following the conflict in Georgia would be carried out at the meeting for the handover of the chairmanship of the Committee of Ministers on 18 November 2009.” In response to this decision, the Slovenian Chairmanship has prepared a report on the action taken to date by the Council of Europe in this field (CM(2009)164).3 Minister ŽBOGAR will present this report. This presentation will be followed by an exchange of views.

b. Draft Council of Europe Policy Guidelines on Integrated National Strategies for the Protection of Children from Violence

The draft policy guidelines appear in document CM(2009)146rev. The decisions on this item have been prepared under the auspices of the Thematic Co-ordinator TC-ENF and will be adopted without further debate (“in the box”).

c. Steering Committee for Human Rights (CDDH) - Report on the follow-up given to the Committee of Ministers’ Declaration on Council of Europe action to improve the protection of human rights defenders and promote their activities

The report of the CDDH is set out in document CM(2009)132. The decisions on this item have been prepared by the Rapporteur Group on Human Rights (GR-H) and will be adopted without further debate (“in the box”).

Transfer of the chairmanship

After this item, the outgoing Slovenian Chairman will officially hand over to the incoming Swiss Chairperson The Minister for Foreign Affairs of Switzerland will take the chair.

1.3 Presentation of the priorities of the Swiss Chairmanship

Under this item, the Minister for Foreign Affairs of Switzerland, Ms Micheline CALMY-REY, will present the priorities of the Swiss Chairmanship for the coming six months on the basis of the programme distributed before the meeting (document CM/Inf(2009)49). This presentation will be followed by an exchange of views.
