Action

To adopt the following decisions2.

At its meeting on 16 June 2009, the GR-DEM discussed the situation in Moldova in view of the early parliamentary elections to be held in this country at a date which still remains to be fixed. In this context, the group endorsed some proposals for Council of Europe pre-electoral assistance for these elections, which it decided to transmit to the Ministers’ Deputies for early adoption at their 1061st meeting so that the activities may be implemented as soon as possible. In order to allow the Moldovan authorities to reflect on the proposed activities, the GR-DEM proposed that the draft decisions be adopted ad referendum (with the deadline expiring at 12.00 noon on 19 June 2009).

Financing assured: Partly, subject to the authorisation of the Deputies to use the “field mission reserve” to the amount of 100 000 euros. A sum of 28 786.10 euros would remain to be financed through voluntary contributions.

The Deputies

1. took note of the report on the visit made by a delegation of the GR-DEM to Moldova on 18-20 May 2009, as it appears in document CM(2009)92 and of the information provided by the Moldovan delegation;

2. approved the proposals for Council of Europe pre-electoral assistance in view of the forthcoming Parliamentary elections in Moldova (document DPA/Inf(2009)22);

3. authorised the Secretary General to use the funds available in the “field mission reserve” to the sum of 100 000 euros to finance them, and invited member states to consider granting voluntary contributions to the same end;

4. instructed the Secretariat to implement the aforementioned activities, remaining in close contact with the Moldovan authorities and other international organisations with a view to adjusting the activities, as appropriate, in the run-up to the elections;

5. encouraged the Moldovan authorities to take all appropriate measures to secure free and fair elections, in particular regarding the updating of electoral rolls, the adoption of effective measures to prevent frauds, facilitate the participation of Moldovan citizens living abroad in the voting process and secure freedom of assembly, as well as freedom of expression and information, which includes free and fair access by all political parties and candidates to the media during the election campaign.
