To examine the draft reply to Parliamentary Assembly Recommendation 1825 (2008), as it appears in document CM/AS(2009)Rec1825 prov4 with a view to its adoption.

1. Recommendation 1825 (2008) was adopted by the Parliamentary Assembly on 23 January 2008. At their 1017th meeting (6 February 2008, 3.1), the Deputies decided to bring it to the attention of their governments and agreed to communicate it to the Executive Council of the North-South Centre for information and possible comments by 15 April 2008. They also invited the Rapporteur Group on External Relations (GR-EXT) to prepare a draft reply, in the light of possible comments, for adoption at one of their forthcoming meetings.

2. The GR-EXT examined a draft reply prepared by the Secretariat at its meetings on 23 October and 11 December 2008. Proposals for amendments were put forward by several delegations and by the Secretariat. As no agreement could be reached on the text and as the Parliamentary Assembly had wished for a reply to its Recommendation at the latest in January 2009, the Chairman concluded that the draft reply would be submitted to the Ministers’ Deputies’ for examination at its 1045th meeting (14 January 2009) together with the proposed amendments. A consolidated version of the text, containing all the various proposals made, is contained in document CM/AS(2008)Rec1825 prov3.

3. On the proposal of the Chairman, this item was postponed at the Deputies’ 1045th meeting (14 January 2009) as consultations were taking place with a view to reaching an agreement on a compromise text. These consultations have resulted in the draft decisions contained in these Notes as well as in the following compromise text to be included in the draft reply (paragraph 4d of the draft reply - formerly paragraph 5):

    4d. The Committee of Ministers affirmed its strong commitment to intercultural dialogue based on the promotion of human rights, democracy and the rule of law, in particular at the recent launch of the “White Paper on Intercultural Dialogue”. This is the basis on which the Committee of Ministers promotes co-operation with other organisations, active in intercultural dialogue, including its religious dimension, through the signature and implementation of agreements with UNESCO, the “Alliance of Civilizations” initiative, the Anna Lindh Euro-Mediterranean Foundation for the Dialogue between Cultures, as well as other regional organisations, such as the Arab League Educational, Cultural and Scientific Organization, ALECSO. Specific project-level co-operation is also undertaken with other organisations of which Maghreb countries are members, on the basis of Council of Europe values and standards.

The Deputies

1. adopted the reply to Parliamentary Assembly Recommendation 1825 (2008): “Strengthening co-operation with the Maghreb countries”, as it appears at Appendix … to the present volume of Decisions;2 <<document CM/AS(2009)Rec1825 prov4>>

2. instructed the Secretariat to prepare an evaluation of ongoing and planned co-operation with the other organisations referred to in paragraph 4d of the reply, with which specific project-level co-operation is taking place;

3. invited their Rapporteur Group on External Relations (GR-EXT) to examine this co-operation on the basis of the Secretariat’s report and to report back at one of their forthcoming meetings.
