Action
To take note of the state of preparation of the 1042bis meeting for the transfer of Chairmanship between Sweden and Spain.

    The transfer of Chairmanship between Sweden and Spain will take place during the 1042bis meeting to be held on 27 November 2008 between 4 pm and 6 pm. The draft agenda of that meeting, as well as a draft annotated agenda, appear respectively in Appendix 1 and 2 to the present Notes.

    In line with established practice, the Chair intends to invite the President of the Parliamentary Assembly, the President of the Congress of Local and Regional Authorities of the Council of Europe and the Council of Europe Commissioner for Human Rights to attend the meeting.

    It is recalled that two treaties will be opened for signature at the handover meeting. For this purpose, a “tour de table” for delegations to indicate their intention to sign, was organised at the Deputies’ 1039th meeting (22 October 2008). As only one member state indicated its intention to sign on that occasion, a new “tour de table” will be organised at the present meeting. The two treaties are:

    - the European Convention on the Adoption of Children (revised);
    - the Additional Protocol to the Convention on Human Rights and Biomedicine concerning Genetic Testing for Health Purposes.

    Transfer of Chairmanship –
    Draft annotated agenda

    Opening of the 1042bis meeting of the Ministers’ Deputies

    The meeting will begin at 4 pm in the Committee of Ministers’ meeting room. It will be chaired jointly by the Minister for Foreign Affairs of Sweden, Mr Carl BILDT, and the Minister for Foreign Affairs of Spain, Mr Miguel Ángel MORATINOS.

    1. General questions

    1.1 Adoption of the agenda

    The discussions will follow the draft agenda, as approved at the 1039th meeting of the Deputies, on 22 October 2008.

    1.2 Stocktaking of the Swedish Chairmanship and decisions to be adopted (4 pm – 5.30 pm)

    Under this item, the Minister for Foreign Affairs of Sweden, Mr Carl BILDT, will present the Swedish Chairmanship’s achievements over the past six months. A written report will also be made available (document CM/Inf(2008)..2). This presentation will be followed by an exchange of views.

    c) “Building a Europe for and with children” - Strategy 2009 - 2011

    The decisions on these items have been prepared in Rapporteur Groups and will be adopted without further discussion (“in the box”).

    Transfer of Chairmanship

After this item, the outgoing Swedish Chairman will officially hand over to the incoming Spanish Chairman. The Minister for Foreign Affairs of Spain will take the chair.

    1.3 Presentation of the priorities of the Spanish Chairmanship (5.30 pm – 7 pm)

    Under this item, the Minister for Foreign Affairs of Spain, Mr Miguel Ángel MORATINOS, will present the priorities of the Spanish Chairmanship for the coming six months on the basis of the programme distributed before the meeting (document CM/Inf(2008)..3). This presentation will be followed by an exchange of views.

    The meeting will be preceded by a “treaty event” at 3.30 pm (room 40) for the opening for signature of:

    - the European Convention on the Adoption of Children (revised)
    - the Additional Protocol to the Convention on Human Rights and Biomedicine concerning Genetic Testing for Health Purposes

    At 7 pm, a joint press conference by the outgoing and incoming Chairs will take place in Room 1.
