10.1 Observer status of the Council of Europe to the London Action Plan
To authorise the Secretary General to request observer status with the London Action Plan for the Council of Europe.
1. The London Action Plan, which was launched in October 2004 in London, is now one of the major international anti-spam activities. It has established an unprecedented form of co-operation, which brings together partners in the information society from the world over (having been adopted on five continents by 62 anti-spam agencies in over 30 countries including 16 Council of Europe member states) and whose aim is to identify and combat spammers.
2. Giving the Council of Europe observer status will make it possible to put across and reaffirm the importance of Council of Europe activities to combat cybercrime. It will also give the Council of Europe the possibility to follow closely all the action taken in this area and be fully involved in it, alongside other partners such as the European Commission and the OECD. Observer status with the London Action Plan, as such, carries no financial commitment.
3. Many joint activities will be established between the Council of Europe and the London Action Plan, including awareness-raising aimed at large companies and Internet service providers, exchanges of good practices, the establishement of co-operation procedures and various other joint projects.
4. The Deputies are invited to authorise the Secretary General to request observer status with the London Action Plan for the Council of Europe.
