Action

a. To take note of the communication by the Secretary General of the Assembly on the 3rd Part-Session of 2007;
b. To decide on the action to be taken on the texts adopted by the Parliamentary Assembly at its 3rd Part-Session of 2007;
c. To take note of the communication by the Chairman of the Committee of Ministers to the Assembly as well as of the replies given by the Chairman of the Committee of Ministers to parliamentary written questions.

a. Communication by the Secretary General of the Assembly on the 3rd Part of the 2007 Session and other Assembly activities

The Secretary General of the Assembly will make his communication on the 3rd Part of the 2007 Session and other Assembly activities, in the light of document SG-AS(2007)5.2

The Deputies are invited to take note of this communication.

b. Texts adopted at the 3rd Part of the 2007 Session (Provisional compendium of texts adopted)

Following the adoption by the Parliamentary Assembly, on the occasion of its 3rd part-session in 2007
(25-29 June 2007), of the texts reproduced in the Provisional Compendium of adopted texts, the Deputies are invited to take a series of decisions on the action to be taken on these texts.

c. Communication by the Chairman of the Committee of Ministers and replies to parliamentary questions (28 June 2007)

On 28 June, Mr Vuk Jeremić, Minister for Foreign Affairs of Serbia and Chairman of the Committee of Ministers, presented the statutory report to the Parliamentary Assembly. His oral statement is set out in document CM/AS(2007)6. It was complemented by a written communication, which appears in document CM/AS(2007)5.

The Chairman of the Committee of the Ministers then answered the parliamentary questions orally.

The text of the Chairman’s address and the questions and answers appear in document AS(2007)CR26 and Addendum 1.

1. concerning Recommendation 1799 (2007) – "The image of women in advertising"

a. decided to bring it to the attention of their governments;

      b. agreed to communicate it to the Steering Committee for Equality between Women and Men (CDEG) and to the Steering Committee on the Media and New Communication Services (CDMC) for information and possible comments by 15 December 2007;
      c. in the light of possible comments, invited their Thematic Co-ordinator on Equality between Women and Men (TC-EG) to prepare a draft reply for adoption at one of their forthcoming meetings;

2. concerning Recommendation 1800 (2007) – "The feminisation of poverty"

a. decided to bring it to the attention of their governments;

      b. agreed to communicate it to the Steering Committee for Equality between Women and Men (CDEG) and to European Committee for Social Cohesion (CDCS) for information and possible comments by 15 December 2007;
      c. in the light of possible comments, invited Thematic Co-ordinator on Equality between Women and Men (TC-EG) to prepare a draft reply for adoption at one of their forthcoming meetings;

3. concerning Recommendation 1801 (2007) – "Secret detentions and illegal transfers of detainees involving Council of Europe member states: second report"

a. decided to bring it to the attention of their governments;

      b. agreed to communicate it to the European Commission for Democracy through Law (Venice Commission), to the European Committee on Crime Problems (CDPC) and to the Steering Committee on Human Rights (CDDH) for information and possible comments by 31 October 2007;
      c. in the light of possible comments, invited their Rapporteur Group on Legal Co-operation (GR-J) to prepare a draft reply for adoption at one of their forthcoming meetings;

4. concerning Recommendation 1802 (2007) – "Situation of longstanding refugees and displaced persons in South East Europe"

a. decided to bring it to the attention of their governments;
b. decided to bring it to the attention of the European Commission, the OSCE and the UN High Commissioner for Refugees;

      c. agreed to communicate it to the European Committee on Migration (CDMG), to the Committee of Experts on Roma and Travellers (MG-S-ROM), and to the Steering Committee for Human Rights (CDDH) for information and possible comments by 31 October 2007;

d. in the light of possible comments, invited their Rapporteur Group on Democracy (GR-DEM) to prepare a draft reply for adoption at one of their forthcoming meetings;

5. concerning Recommendation 1803 (2007) – "Prosecution of offences falling within the jurisdiction of the International Criminal Tribunal for the former Yugoslavia (ICTY)"

a. decided to bring it to the attention of their governments;

      b. agreed to communicate it to the to the Committee of Legal Advisers on Public International Law (CAHDI), to the European Committee on Crime Problems (CDPC) and to the Steering Committee on Human Rights (CDDH) for information and possible comments by 31 October 2007;
      c. in the light of possible comments, invited their Rapporteur Group on Democracy (GR-DEM) to prepare a draft reply for adoption at one of their forthcoming meetings;

6. concerning Recommendation 1804 (2007) – "State, religion, secularity and human rights"

a. decided to bring it to the attention of their governments;

      b. agreed to communicate it to the Steering Committee for Human Rights (CDDH), to the Steering Committee for Culture (CD-CULT), to the Steering Committee for Education (CD-ED), and to the Steering Committee for Higher Education and Research (CDESR) for information and possible comments by 15 December 2007;
      c. in the light of possible comments, invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) to prepare a draft reply for adoption at one of their forthcoming meetings;

7. concerning Recommendation 1805 (2007) – "Blasphemy, religious insults and hate speech against persons on grounds of their religion"

a. decided to bring it to the attention of their governments;

      b. agreed to communicate it to the Steering Committee for Human Rights (CDDH), to the Steering Committee for Culture (CD-CULT), to the European Committee on Crime Problems (CDPC), to the Steering Committee on the Media and New Communication Services (CDMC) and to the Steering Committee for Education (CD-ED) for information and possible comments by 15 December 2007;
      c. agreed to communicate it to the European Commission against Racism and Intolerance (ECRI) for information ;
      c. in the light of possible comments, invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment to prepare a draft reply for adoption at one of their forthcoming meetings;

9. adopted the following reply to the texts adopted by the Parliamentary Assembly at the 3rd part of the 2007 Session (25-29 June 2007):

      “The Committee of Ministers took note of Recommendations 1799 to 1805 and Resolutions 1556 to 1567 adopted by the Parliamentary Assembly at its 3rd Part Session (Strasbourg, 25-29 June 2007).

    The Committee of Ministers brought Recommendations 1799 to 1805 (2007) to the attention of the governments of member states and entrusted them to the competent organs and/or committees of experts for information or comments and/or to Rapporteur Groups/Thematic Coordinators with a view to preparing draft replies for adoption at an early date.”
