1 Unless indicated otherwise, Resolution CM/Res(2011)7 on Council of Europe conferences of specialised ministers applies for the organisation of these conferences.

2 Resolution Res(71)44 applies.

3 Each delegation will be invited to include a youth representative.

4 25 youth representatives selected by the Advisory Council on Youth (CCJ) in co-operation with the European Youth Forum. These representatives as well as the youth representatives which are part of the national delegations will also participate in a youth event prior to the conference.
