a. Activities for the development and consolidation of democratic stability

- GR-DEM Sub-Group on Armenia and Azerbaijan

(GR-DEM(2013)3 and GR-DEM(2013)4)

Decisions

The Deputies, having regard to the report on the state of implementation of the commitments entered into by Armenia, prepared following a visit of a GR-DEM delegation to that country on 21 and 22 March 2013:

1. agreed that the monitoring of the honouring by Armenia of its commitments will from now on take place within the regular work of their Rapporteur Group on Democracy (GR-DEM) and decided accordingly to end the special procedure which they had put in place at their 1101st meeting (8 December 2010);

2. called on Armenia to continue making progress in implementing its commitments, paying special attention to the points identified in the aforementioned report as requiring such progress, including with regard to the peaceful settlement of the Nagorno-Karabakh conflict;

3. reiterated their commitment to continue to provide assistance to Armenia to this end and, in this connection, welcomed the recent conclusion of a memorandum of understanding on the Council of Europe presence in Armenia;

4. invited the GR-DEM to report back to them within one year.

The Deputies, having regard to the report on the state of implementation of the commitments entered into by Azerbaijan, prepared following a visit of a GR-DEM delegation to that country on 10 and 11 April 2013:

1. agreed that the monitoring of the honouring by Azerbaijan of its commitments will from now on take place within the regular work of their Rapporteur Group on Democracy (GR-DEM) and decided accordingly to end the special procedure which they had put in place at their 1101st meeting (8 December 2010);

2. called on Azerbaijan to make more progress in implementing its commitments, paying special attention to the points identified in the aforementioned report as requiring such progress, including with regard to the peaceful settlement of the Nagorno-Karabakh conflict;

3. stressed the particular importance of taking effective measures to ensure respect for fundamental freedoms and the democratic functioning of institutions, in particular with a view to the next elections, which will represent a key stage in the implementation of its commitments;

4. reiterated their commitment to continue to provide assistance to Azerbaijan to this end and, in this connection, stressed the importance they attach to the draft action plan which has been forwarded to the Azerbaijan authorities, and to its prompt implementation;

5. invited the GR-DEM to report back to them within one year.
