1. concerning Recommendation 1979 (2011) – “Prenatal sex selection”

    a. agreed to communicate it to the Steering Committee on Bioethics (CDBI), the Steering Committee for Equality between Women and Men (CDEG) and the Steering Commitee for Human Rights (CDDH) for information and possible comments by
    31 December 2011;

    b. in the light of possible comments, invited their Thematic Co-ordinator on Equality and Trafficking (TC-ET) to prepare a draft reply for adoption at one of their forthcoming meetings;

2. concerning Recommendation 1980 (2011) – “Combating “child abuse images” through committed, transversal and internationally co-ordinated action”

    a. agreed to communicate it to the European Committee on Crime Problems (CDPC), the Steering Committee on the Media and New Communication Services (CDMC) and the Council of Europe Network of National Focal Points on Children’s Rights, for information and possible comments by 31 December 2011;

    b. in the light of possible comments, invited their Thematic Co-ordinator on Children
    (TC-ENF), in consultation with their Thematic Co-ordinator on Information Policy
    (TC-INF) and their Rapporteur Group on Legal Co-operation (GR-J), to prepare a draft reply for adoption at one of their forthcoming meetings;

3. concerning Recommendation 1981 (2011) – “Violent and extreme pornography”

    a. agreed to communicate it to the European Committee on Crime Problems (CDPC), the Steering Committee on the Media and New Communication Services (CDMC) and the Executive Council of the European Audiovisual Observatory, for information and possible comments by 31 December 2011;

    b. in the light of possible comments, invited their Rapporteur Group on Legal
    Co-operation (GR-J), in consultation with their Thematic Co-ordinator on Information Policy (TC-INF), to prepare a draft reply for adoption at one of their forthcoming meetings;

4. concerning Recommendation 1982 (2011) – “The impact of the Lisbon Treaty on the Council of Europe”

    a. invited their Rapporteur Group on External Relations (GR-EXT) to prepare a draft reply for adoption at one of their forthcoming meetings;

5. concerning Recommendation 1983 (2011) – “Abuse of state secrecy and national security: obstacles to parliamentary and judicial scrutiny of human rights violations”

    a. agreed to communicate it to the Steering Commitee for Human Rights (CDDH), the Steering Committee on the Media and New Communication Services (CDMC) and the European Committee on Crime Problems (CDPC), for information and possible comments by 31 December 2011;

    b. agreed to communicate it to the European Commission for Democracy through Law (Venice Commission) and to the Council of Europe Commissioner for Human Rights for information;

    c. in the light of possible comments, invited their Rapporteur Group on Human Rights (GR-H), in consultation with their Thematic Co-ordinator on Information Policy
    (TC-INF), to prepare a draft reply for adoption at one of their forthcoming meetings;

    a. agreed to communicate it to the European Committee on Legal Co-operation (CDCJ), the Steering Committee on the Media and New Communication Services (CDMC), the Consultative Committee of the Convention for the Protection of Individuals with regard to Automatic Processing of Personal Data (T-PD), the Cybercrime Convention Committee (T-CY) and the Steering Committee on Bioethics (CDBI), for information and possible comments by 31 December 2011;

    b. in the light of possible comments, invited their Rapporteur Group on Human Rights (GR-H), in consultation with their Thematic Co-ordinator on Information Policy
    (TC-INF), to prepare a draft reply for adoption at one of their forthcoming meetings;

7. concerning Recommendation 1985 (2011) – “Undocumented migrant children in an irregular situation: a real cause for concern”

    a. agreed to communicate it to the Steering Committee for Human Rights (CDDH), the European Committee for Social Rights (ECSR), the Governmental Committee of the European Social Charter, the European Committee on Legal Co-operation (CDCJ), the Steering Committee on Education (CDED) and the European Committee for Social Cohesion (CDCS), for information and possible comments by 31 December 2011;

    b. agreed to communicate it to the Council of Europe Commissioner for Human Rights for information;

9. adopted the following reply to the texts adopted by the Parliamentary Assembly at the 4th part of the 2011 Session (Strasbourg, 3-7 October 2011):

“The Committee of Ministers took note Recommendations 1979 to 1985 (2011) and Resolutions 1829 to 1843 (2011) adopted by the Parliamentary Assembly at its 4th part of the 2011 Session (Strasbourg, 3-7 October 2011).

The Committee of Ministers entrusted Recommendations 1979 to 1985 (2011) to the competent organs and/or committees of experts for information or comments and/or to the relevant Rapporteur Groups/Thematic Co-ordinator with a view to preparing draft replies for adoption at an early date, as appropriate.”
