1. took note of Opinion No. 281 (2011) on “Budgets and priorities of the Council of Europe for the
2012-2013 financial period” and agreed to bear it in mind in the framework of their discussion on the draft Programme and Budget for 2012-2013;

2. concerning Recommendation 1972 (2011) – “The situation in Tunisia”

    a. invited their Rapporteur Group on External Relations (GR-EXT), in co-operation with their Rapporteur Group on Democracy (GR-DEM), to prepare a draft reply for adoption at one of their forthcoming meetings;

3. concerning Recommendation 1973 (2011) – “Asylum seekers and refugees: sharing responsibilities in Europe”

    a. agreed to communicate it to the Steering Committee for Human Rights (CDDH) for information and possible comments by 31 October 2011;

    b. agreed to communicate it to the Council of Europe Commissioner for Human Rights for information;

    c. in the light of possible comments, invited their Rapporteur Group on Human Rights (GR-H) to prepare a draft reply for adoption at one of their forthcoming meetings;

4. concerning Recommendation 1974 (2011) – “The interception and rescue at sea of asylum seekers, refugees and irregular migrants”

    a. agreed to communicate it to the Steering Committee for Human Rights (CDDH) for information and possible comments by 31 October 2011;

    b. agreed to communicate it to the Council of Europe Commissioner for Human Rights for information;

    c. in the light of possible comments, invited their Rapporteur Group on Human Rights (GR-H) to prepare a draft reply for adoption at one of their forthcoming meetings;

5. concerning Recommendation 1975 (2011) – “Living together in 21st-century Europe: follow-up to the report of the Group of Eminent Persons of the Council of Europe”

    a. agreed to consider the follow-up to be given to this recommendation in the light of the conclusions of the debate to be held on the report of the Group of Eminent Persons at their 1117th meeting (29 June 2011) and in September 2011;

6. concerning Recommendation 1976 (2011) – “The role of parliaments in the consolidation and development of social rights in Europe”

    a. agreed to communicate it to the Steering Committee for Human Rights (CDDH), European Committee for Social Cohesion (CDCS), to European Committee of Social Rights (ECSR) and to the Governmental Committee of the European Social Charter, for information and possible comments by 31 October 2011;

    b. in the light of possible comments, invited their Rapporteur Group on Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

7. concerning Recommendation 1977 (2011) – “More women in economic and social decision-making bodies”

    a. agreed to communicate it to European Committee of Social Rights (ECSR), to the Governmental Committee of the European Social Charter and to the Steering Committee on Equality between Women and Men (CDEG), for information and possible comments by 31 October 2011;

    b. in the light of possible comments, invited their Thematic Co-ordinator on Equality and Trafficking (TC-ET), in co-operation with their Rapporteur Group on Human Rights (GR-H), to prepare a draft reply for adoption at one of their forthcoming meetings;

8. concerning Recommendation 1978 (2011) – “Towards a European framework convention on youth rights”

    a. agreed to communicate it to the Joint Council on Youth (CMJ), to the Steering Committee for Education (CDED), to the Steering Committee for Higher Education and Research (CDESR), to the Executive Council of the North-South Centre, to European Committee of Social Rights (ECSR) and to the Governmental Committee of the European Social Charter, for information and possible comments by 31 October 2011;

    b. in the light of possible comments, invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) to prepare a draft reply for adoption at one of their forthcoming meetings;

10. adopted the following reply to the texts adopted by the Parliamentary Assembly at the 3rd part of the 2011 Session (Strasbourg, 20-24 June 2011):

“The Committee of Ministers took note of Opinion No. 281 (2011), Recommendations 1972 to 1978 (2011) and Resolutions 1817 to 1828 (2011) adopted by the Parliamentary Assembly at its 3rd part of the 2011 Session (Strasbourg, 20-24 June 2011).

The Committee of Ministers entrusted Recommendations 1972 to 1978 (2011) to the competent organs and/or committees of experts for information or comments and/or to the relevant Rapporteur Groups/Thematic Co-ordinator with a view to preparing draft replies for adoption at an early date, as appropriate.”
