Monitoring Group (GT-SUIVI.AGO) –
Review of the activities and decisions on the follow-up to be given
1. agreed that, as of 1 January 2011, the review process of Armenia’s and Azerbaijan’s outstanding accession commitments will be transferred from their Monitoring Group (GT-SUIVI.AGO), which will cease to exist on that date, to the Rapporteur Group on Democracy (GR-DEM);
2. endorsed the following lines of action regarding the conduct of this review process:
a. a selected group to be chosen by the GR-DEM from among its members, in consultation with the two countries concerned, will be established for a transitional period limited in time. The task of this group will be to maintain regular dialogue with the authorities of the two countries in order to keep abreast of developments on the ground and, as appropriate, submit any relevant questions for discussion by the GR-DEM. The decision to bring this transitional mechanism to an end will be taken by the Ministers’ Deputies upon a recommendation by the GR-DEM, in the light of its evaluation of the progress made by Armenia and Azerbaijan in the fulfilment of their outstanding commitments;
b. an annual in-depth review of the state of implementation of these commitments will be conducted by the GR-DEM on the basis of reports prepared following visits to the two countries in order to assess the situation in situ and the possible need for assistance by the Council of Europe to fulfil the outstanding commitments;
c. in conducting this review, the GR-DEM will seek to enhance the operational dimension of the process by focusing on concrete areas where such assistance may be needed in respect of each of the two countries and adjusting the Council of Europe assistance activities accordingly, in close consultation with the authorities of the two countries.
