1. concerning Recommendation 1889 (2009) – “Improving the quality and consistency of asylum decisions in the Council of Europe member states”

a. decided to bring it to the attention of their governments;

      b. agreed to communicate it to the European Committee on Legal Co-operation (CDCJ), to the European Committee on Migration (CDMG) and to the Committee of Experts on Roma and Travellers (MG-S-ROM), for information and possible comments by 15 March 2010;
      c. in the light of possible comments, invited their Rapporteur Group on Legal Co-operation
      (GR-J) to prepare a draft reply for adoption at one of their forthcoming meetings;

2. concerning Recommendation 1890 (2009) – “Engaging European diasporas: the need for governmental and intergovernmental responses”

a. decided to bring it to the attention of their governments;

      b. agreed to communicate it to the European Committee on Migration (CDMG) and to the European Committee on Legal Co-operation (CDCJ), for information and possible comments by 15 March 2010;
      c. in the light of possible comments, invited their Rapporteur Group on Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

3. concerning Recommendation 1891 (2009) – “Migrant women: at particular risk from domestic violence”

a. decided to bring it to the attention of their governments;

      b. agreed to communicate it to Ad hoc Committee on preventing and combating violence against women and domestic violence (CAHVIO) for information;
      c. agreed to communicate it to the European Committee on Migration (CDMG), to the Steering Committee for Equality between Women and Men (CDEG), to the European Committee on Crime Problems (CDPC), to the European Committee on Legal Co-operation (CDCJ) and to the European Centre for Global Interdependence and Solidarity (North-South Centre), for information and possible comments by 15 March 2010;
      d. in the light of possible comments, invited their Thematic Co-ordinator on Equality and Trafficking (TC-ET), in consultation with their Rapporteur Group on Human Rights (GR-H), to prepare a draft reply for adoption at one of their forthcoming meetings;

4. concerning Recommendation 1892 (2009) – “The contribution of the Council of Europe in the development of the European Higher Education Area”

a. decided to bring it to the attention of their governments;

      b. agreed to communicate it to the Steering Committee for Higher Education and Research (CDESR), to the European Committee of Social Rights (ECSR) and to the Governmental Committee of the European Social Charter, for information and possible comments by 5 April 2010;
      c. in the light of possible comments, invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) to prepare a draft reply for adoption at one of their forthcoming meetings;

5. concerning Recommendation 1893 (2009) – “The future of the European Centre for Global Interdependence and Solidarity (“North-South Centre”)”

a. decided to bring it to the attention of their governments;

      b. invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) to examine the follow up to be given to this recommendation and report back at one of their forthcoming meetings;

7. adopted the following reply to the texts adopted by the Parliamentary Assembly at the Standing Committee (Bern, 20 November 2009):

    “The Committee of Ministers took note of Recommendations 1889 to 1893 (2009) and Resolutions 1695 to 1699 (2009) adopted by the Parliamentary Assembly at its Standing Committee (Bern, 20 November 2009).

    The Committee of Ministers brought Recommendations 1889 to 1893 (2009) to the attention of the governments of member states and entrusted them to the competent organs and/or committees of experts for information or comments and/or to Rapporteur Groups/Thematic Co-ordinators with a view to preparing draft replies for adoption at an early date, as appropriate.”
