Conferences of Specialised Ministers – State of preparation

Decisions

The Deputies

a. Concerning the 1st European Ministerial Conference on the Media and New Communication Services (28-29 May 2009, Reykjavik, Iceland)

1. noted that the provisional sub-themes of the conference would be:

- “A new notion of media”;
- “Relations of the media with the individual and with the community(ies)”;
- “Conventions and mechanisms”;

2. noted that the responsible body for the conference would be the Steering Committee on the Media and new Communication Services (CDMC);

3. noted that the following would be invited to participate in the conference:

- Member states of the Council of Europe;
- Committee of Ministers;
- Parliamentary Assembly;
- Commissioner for Human Rights;
- Congress of Local and Regional Authorities of the Council of Europe;
- European Audiovisual Observatory;

    - Representatives of the civil society designated by the Conference of International Non-Governmental Organisations of the Council of Europe (INGO) during a forum held prior to the conference;

- Youth representatives designated during a forum held prior to the conference;

4. further noted that the European Commission would be invited to the conference;

5. noted that the following states would be invited to attend the conference as observers:

- Canada;
- Holy See;
- Japan;
- Mexico;
- United States of America;

    - non-member states which are Parties to the European Cultural Convention and which enjoy observer status on the CDMC (currently: Belarus);

6. noted that the following organisations would be invited to attend the conference as observers:

    - Organisation for Security and Co-operation in Europe (OSCE);
    - United Nations Educational, Scientific and Cultural Organisation (UNESCO);
    - Nordic Council of Ministers;
    - European Broadcasting Union (EBU);
    - Article 19;
    - Community Media Forum Europe;
    - European Federation of Journalists (EFJ);
    - European Newspaper Publishers’ Association (ENPA);
    - Association of Commercial Television in Europe (ACT);
    - European Internet Service Providers’ Association (EuroISPA);

b. Concerning the 29th Conference of European Ministers of Justice

7. noted that this conference would be held in Tromsø (Norway) in June 2009;

c. Concerning the 7th European Ministerial Conference on Equality between Women and Men

8. noted that this conference would be held in Azerbaijan in 2010;

9. noted that the theme of the conference would be: “Bridging the gap between de jure and de facto gender equality”;

d. Concerning the 15th Session of the European Conference of Ministers responsible for Spatial/Regional Planning (CEMAT) (Russian Federation)

10 noted that this conference would be held in spring 2010;

11. noted that the following organisations would also be invited to attend the conference as observers:

    - Organisation for Security and Co-operation in Europe (OSCE);
    - Visions and Strategies around Baltic Sea 2010 (VASAB);

e. Concerning the 29th session of the Conference of European Ministers responsible for Family Affairs (Vienna, Austria)

12. noted that this conference would be held on 16 and 17 June 2009.
