Concerning Recommendation 207 (2007) on the development of social cohesion indicators – The concerted local and regional approach

1. took note of Recommendation 207 (2007);

2. agreed to bring it to the attention of their governments;

3. agreed to forward it to the European Committee for Social Cohesion (CDCS) and the Steering Committee on Local and Regional Democracy (CDLR) for information and possible comments by 16 July 2007;

4. invited their Rapporteur Group for Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 208 (2007) on access to public spaces and amenities for people with disabilities

5. took note of Recommendation 208 (2007);

6. agreed to bring it to the attention of their governments;

7. agreed to forward it to the European Co-ordination Forum for the Council of Europe Disability Action Plan 2006-2015 (CAHPAH), the Committee on the Rehabilitation and Integration of People with Disabilities (Partial Agreement) (CD-P-RR), the Governmental Committee of the European Social Charter and the Steering Committee on Local and Regional Democracy (CDLR), for information and possible comments by 16 July 2007;

8. invited their Rapporteur Group for Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 209 (2007) on intergenerational co-operation and participatory democracy

9. took note of Recommendation 209 (2007);

10. agreed to bring it to the attention of their governments;

11. agreed to forward it to the European Steering Committee for Youth (CDEJ), the European Committee for Social Cohesion (CDCS) and the Steering Committee on Local and Regional Democracy (CDLR) for information and possible comments by 16 July 2007;

12. invited their Rapporteur Group on Education, Culture, Sport, Youth and Environment (GR-C) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 210 (2007) on the evolution of extreme poverty in European towns

13. took note of Recommendation 210 (2007);

14. agreed to bring it to the attention of their governments;

15. agreed to forward it to the European Committee for Social Cohesion (CDCS) and the Steering Committee on Local and Regional Democracy (CDLR) for information and possible comments by 16 July 2007;

16. invited their Rapporteur Group for Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 211 (2007) on freedom of assembly and expression for lesbians, gays, bisexuals and transgendered persons

17. took note of Recommendation 211 (2007);

18. agreed to bring it to the attention of their governments;

19 agreed to forward it to the Council of Europe Commissioner for Human Rights for information;

20. agreed to forward it to the Steering Commitee for Human Rights (CDDH), the Steering Committee on the Media and New Communication Services (CDMC) and the Steering Committee on Local and Regional Democracy (CDLR), for information and possible comments by 16 July 2007;

21. invited their Rapporteur Group on Human Rights (GR-H) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 212 (2007) on e-health and democracy in the regions

22. took note of Recommendation 212 (2007);

23. agreed to bring it to the attention of their governments;

24. agreed to forward it to the European Health Committee (CDSP), the Public Health Committee (Partial Agreement) (CD-P-SP) and the Steering Committee on Local and Regional Democracy (CDLR) for information and possible comments by 16 July 2007;

25. invited their Rapporteur Group for Social and Health Questions (GR-SOC) to prepare a draft reply for adoption at one of their forthcoming meetings;

Concerning Recommendation 213 (2007) on the election of the Bashkan (Governor) of Gagauzia (Moldova) (observed on 3 and 17 December 2006)

26. took note of Recommendation 213 (2007);

27. agreed to bring it to the attention of their governments and in particular of the authorities of Moldova;

28. agreed to forward it to the European Commission for Democracy through Law (Venice Commission) and to the Council of Europe Commissioner for Human Rights for information;

29. agreed to forward it to the Steering Committee on Local and Regional Democracy (CDLR) for information;

30. agreed to forward it to their Rapporteur Group on Democracy (GR-DEM) in order for it to bear the recommendation in mind in its future work;

Concerning Recommendation 214 (2007) on the local elections in Albania (observed on 18 February 2007)

31. took note of Recommendation 214 (2007);

32. agreed to bring it to the attention of their governments and in particular of the authorities of Albania;

33. agreed to forward it to the European Commission for Democracy through Law (Venice Commission) and to the Council of Europe Commissioner for Human Rights for information;

34. agreed to forward it to the Steering Committee on Local and Regional Democracy (CDLR) for information;

35. agreed to forward it to their Rapporteur Group on Democracy (GR-DEM) in order for it to bear the recommendation in mind in its future work;

Concerning Resolutions 226 to 233 (2007)

36. took note of Resolutions 226 to 233 (2007);

37. adopted the following reply to the texts adopted by the Congress of Local and Regional Authorities of the Council of Europe at its Spring Session (Strasbourg, 27-28 March 2007):

    “The Committee of Ministers has taken note of Recommendations 207 to 214 (2007) and Resolutions 226 to 233 (2007) adopted by the Congress of Local and Regional Authorities of the Council of Europe at its Spring Session (Strasbourg, 27-28 March 2007) and has brought Recommendations 207 to 214 (2007) to the attention of governments of the member states.

    The Committee of Ministers has forwarded the recommendations to the competent intergovernmental committees and Council of Europe bodies for information.

    Finally, the Committee of Ministers has entrusted Recommendations 207 to 212 (2007) to its competent Rapporteur Groups to prepare draft replies for adoption at one of its forthcoming meetings. It has entrusted Recommendations 213 and 214 (2007) to its Rapporteur Group on Democracy (GR-DEM) to bear them in mind in its future work.”
