Conferences of Specialised Ministers – State of preparation


The Deputies

a. Concerning the 22nd Session of the Standing Conference of European Ministers of Education (4-5 May 2007, Istanbul, Turkey)

1. noted that an additional participant would be invited to the conference, namely:

    - European Committee for Social Cohesion (CDCS);

b. Concerning the 15th Session of the European Conference of Ministers responsible for Regional Planning (CEMAT)

2. noted that the 15th Session of the CEMAT would be held in the Russian Federation in 2009;

3. noted that the theme of the conference would be “Challenges of the future: Sustainable spatial development of the European continent in a changing world”;

4. noted that the responsible body for the conference would be the Committee of Senior Officials of the CEMAT;

5. noted that the following would be invited to participate in the conference:

- Member states of the Council of Europe;
- Committee of Ministers;
- Parliamentary Assembly;
- Congress of Regional and Local Authorities of the Council of Europe;
- Council of Europe Development Bank (CEB);

6. further noted that the European Commission would be invited to the conference;

7. noted that the following states would be invited to attend the conference as observers:

- Canada;
- Holy See;
- Japan;
- Mexico;
- United States of America;

8. noted that the following organisations would be invited to attend the conference as observers:

- Organisation for Economic Co-operation and Development (OECD);
- World Bank;
- European Bank for Reconstruction and Development (EBRD);
- European Investment Bank;
- Nordic Environment Financing Co-operation (NEFCO);
- European Conference of Ministers of Transport (ECMT);
- Economic Commission for Europe of the United Nations (UN-ECE);
- United Nations Commission on Sustainable Development (UN-CSD);
- United Nations Educational, Scientific and Cultural Organisation (UNESCO);
- United Nations Environment Programme (UNEP);
- United Nations Human Settlement Programme (UN-Habitat);
- United Nations Development Programme (UNDP);
- United Nations Institute for Training and Research (UNITAR);
- Parliamentary Assembly of the Black Sea Economic Co-operation (PABSEC);

    - Central European Initiative;
    - European Environmental Agency (EEA);
    - Commonwealth of Independent States;
    - United Nations Interim Administration Mission in Kosovo (UNMIK);
    - NGOs admitted by the Committee of Senior Officials in conformity with the rules governing relationships between this committee and NGOs: International Federation for Housing and Planning (IFHP); “NGO-Cities” Group of NGOs enjoying consultative status with the Council of Europe; International Association Rurality-Environment-Development (RED);
    - European Council of Town Planners (ECTP).
