Convention on the Conservation of European Wildlife and Natural Habitats (Bern Convention,
ETS No. 104) – 24th meeting of the Standing Committee (Strasbourg, 29 November-3 December 2004)

Decisions

The Deputies

1. took note of the five recommendations and one declaration forwarded by the Standing Committee of the Convention on the Conservation of European Wildlife and Natural Habitats, pursuant to Article 15 of the Convention;

2. agreed to transmit them to the governments of the Contracting Parties concerned;

Regarding Recommendation No. 111 (2004) of the Standing Committee on the proposed navigable waterway through the Bystroe estuary (Danube Delta, Ukraine)

3. welcomed the interest shown by the Standing Committee in preserving the high biological value of the Danube Delta and avoiding and mitigating any possible adverse environmental impact on this site of European importance;

4. encouraged the states sharing the Danube Delta to engage in constructive dialogue concerning the preservation and sustainable development of the Delta;

5. encouraged the states concerned to implement Recommendation No. 111 (2004) and to report accordingly to the Standing Committee of the Convention;

6. invited the Standing Committee of the Bern Convention, or its Bureau, to promote platforms of dialogue open to the states concerned, relevant international conventions, relevant international governmental organisations, and relevant non-governmental organisations, with the aim of:

- fostering dialogue on the preservation and sustainable development of the area;

- participating as appropriate in the process of monitoring the ecological situation in the Danube Delta;

- promoting the carrying-out of a transboundary strategic assessment of the entire Danube Delta, in accordance with international standards, and informing the Standing Committee of its results and conclusions;

- carrying out the follow-up of the implementation by the Parties of Recommendation No. 111 (2004);

7. having regard to decisions 1 to 6 above, took note of the abridged report of the Standing Committee of the Convention on the Conservation of European Wildlife and Natural Habitats, as it appears in document CM(2005)42, as a whole.
